Agreement with California Psychiatric Transitions

 

Recommendation

    Adopt a resolution authorizing the President of the Board:

    1.

to execute an agreement with California Psychiatric Transitions for mental health rehabilitation services that supercedes the interim agreement signed on January 31, 2003, and

    2.

to delegate signing authority to the Health Services Director to execute minor amendments and adjustments up to an aggregate of $25,000 for the term of the agreement.

 

Background

California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers (MHRC) that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured. CPT offers specialized services that meet Mental Health Services client needs for immediate placement on hospital discharge to a cost effective lower level of care.

 

Discussion

An interim agreement for a maximum of $25,000 was established with CPT on January 31, 2003 because they agreed to accept a Mental Health client who was discharged from the hospital. The client was transferred to the facility on February 3, 2003. That client has a dual diagnosis and has been unsuccessful at many other facilities serving the seriously mentally ill. This agreement will supercede the interim agreement and provide up to three beds for San Mateo County residents as needed. Services will be provided at three levels to match client needs.

 

The increase in the number of beds will allow Mental Health greater flexibility for appropriate client placement; it will not result in an increase in the overall use of MHRC beds. Payment will only be made for the days that a bed is actually used. Placement in this and other Mental Health rehabilitation service facilities is managed within the budget for these services, which is $9,067,416 for FY 2003-04.

We request that the Director of Health Services be given signing authority to execute amendments and minor modifications up to an aggregate of $25,000 for the term of the agreement.

 

Vision Alignment

This agreement with California Psychiatric Transitions keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life. The agreement contributes to this commitment by providing mental health rehabilitative services care for San Mateo County residents.

 

Fiscal Impact

The term of the agreement is from January 31, 2003, through June 30, 2005. The agreement has been reviewed and approved by Risk Management and County Counsel.

 

The agreement maximum is $587,680. For FY 2002-03, $80,480 has been included in the Mental Health Services Division budget. Sales tax provided through realignment will cover 87% or $70,017. The remaining $10,463 represents net County cost, which consists of maintenance of effort requirement for realignment. For FY 2003-04, $253,600 has been included in the approved budget. For FY 2004-05, $253,600 is included in the second year of the approved budget.
