Amendment to Grant Agreement with First 5 San Mateo County

 

Recommendation

Adopt a Resolution authorizing the President of the Board to execute an amendment to a grant agreement with First 5 San Mateo County.

 

Background

In April 2003, your Board accepted a grant from First 5 San Mateo County (First 5) for the Prenatal to Three Initiative (Pre-3). This grant allowed for the continuation of expanded services to families with children aged 0-3 years. The grant was in the amount of $520,483 and was to be used during the period from January 1, 2003 through December 31, 2003.

 

Subsequently, the First 5 Commission approved a larger Strategic Initiative grant with Pre-3 for a total of $3 million over three years. Your Board approved this new agreement on June 10, 2003. This larger grant begins on July 1, 2003 and supersedes the April grant agreement. This amendment will conclude the original April grant agreement by terminating the agreement as of June 30, 2003. Services provided in the original agreement after June 30 are included in the Strategic Initiative grant agreement approved in June 2003.

 

Discussion

    The term of the original grant amendment is January 1, 2003 through December 31, 2003, with a total dollar amount of $520,483. This amendment will change the termination date from December 31, 2003 to June 30, 2003. Also, the total contract amount has been reduced from $520,483 to $273,253. The contract payment schedule has also been revised to reflect these changes.

 

Vision Alignment

The grant from First 5 San Mateo County keeps the commitment of ensuring basic health and safety for all and goal numbers 5 and 6: “Residents have access to healthcare and preventative care” and “Children grow up healthy in safe and supportive homes and neighborhoods.” The grant from First 5 San Mateo County contributes to this commitment and goal by providing funding that allows Pre-3 to provide services to families with children aged 0-3 years.

 

Fiscal Impact

The new grant total through June 30,2003 is $273,253. Of this, $260,241 has been included in the FY 2002-03 budget. The difference has been included in the FY 2003-04 budget.

 

This grant funding is a part of the local match that allows Pre-Three to leverage Medi-Cal dollars from the Targeted Case Management program. There is no net County cost.
