Second Amendment to the Agreement with San Mateo Community College District

   
 

Recommendation

Adopt a Resolution authorizing the execution of a Second Amendment to the Agreement with the San Mateo Community College District (SMCCD) in the amount of $326,294 during FY 2002-03; and $93,706 during FY 2003-04 for a total of $420,000; and revising the termination date to December 31, 2003.

 

Background

For FY 2002-03, the Workforce Investment Board (WIB) was awarded a grant in the amount of $2,538,390 from the 25% Governor’s Discretionary Fund to serve displaced workers in the airline and travel industries who were laid off as a result of September 11, 2001.

 

On September 24, 2002, the Board of Supervisors authorized the execution of Agreements with subcontractors funded through the 25% Governor's Discretionary Fund. On January 12, 2003, the Agreement with SMCCD was approved in the amount of $420,000 during the period of September 1, 2002 through June 30, 2003, to provide career assessment and counseling for 150 displaced workers. A minimum of 80 participants were to receive classroom training in the field of health, i.e., Anesthesia Technician, Surgical Technician, Biotechnology, and Central Service Technician.

 

Due to a late program start up, SMCCD was unable to complete classroom training by June 30, 2003. As a result a First Amendment was approved by the Board on June 24, 2003, to extend the term to June 30, 2004, but the First Amendment did not allow reimbursement of expenditures beyond June 30, 2003 because contract funding was only through June 30, 2003.

 

Discussion

The County and SMCCD recently renegotiated the Agreement and budgets to reflect training actually completed and paid for during FY 2002-03 and training to be completed and paid for during the period of July 1, 2003 through December 31, 2003. This Second Amendment to the Agreement will correct the Method of Payment section to show that the Contractor shall receive no more than $326,294 for services provided in FY 2002-03. On-going classes will end on December 31, 2003 and final payment in the amount of $93,706 will be made for a total of $420,000.

 

This Agreement was awarded to the San Mateo Community College District by a selection process held by the Workforce Investment Board. County Counsel has reviewed and approved this Amendment as to form. Risk Management has approved Contractor’s insurance for this Amendment.

 

Vision Alignment

The Agreement with the San Mateo Community College District keeps the commitment of: Sowing the seeds of our future prosperity and goal number 4: Residents have many educational and training opportunities beyond high school. The Agreement with the San Mateo Community College District contributes to this commitment and goal by administering a career assessment and job training program, therefore preparing individuals to enter into the job market and become self-sufficient.

 

Fiscal Impact

The total Agreement obligation is $420,000. The term of the Agreement is September 1, 2002 through December 31, 2003. This Agreement is funded with WIA funds and is in the Budget for FY 2002-03 and FY 2003-04. There is no Net County Cost.
