Second Lease Amendment for Office Space at 680 Warren Street, Redwood City, for the Probation Department. (Lease No. 1200)

 

Recommendation

Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Second Lease Amendment with Richard Stuart for office space at 680 Warren Street, Redwood City, California.

 

Background

Since 1995 the Probation Department has occupied space at 680 Warren Street in Redwood City for its Alternatives Program. The program provides comprehensive treatment and training services to men and women as an alternative to incarceration. This program focuses on nonviolent individuals in the criminal justice system, with a primary goal to help them find their way out of the system and to function as participating, productive members of the community.

 

Discussion

The premises are sufficient in size and well located for the program, but there is a need to correct a variety of deficiencies in relation to compliance with ADA. The landlord has agreed to make, at its own cost, the needed improvements to the facility. The scope of work has been established in coordination with the Commission on Disabilities. All work is to be completed within six months of the execution of the amendment.

 

As a reflection of the current rental market, in addition to making improvements to the premises, the landlord has agreed to reduce the monthly rent from $8,666 to $5,190.50 ($1.75 per square foot per month). The rate will be flat for the first three years of the five-year term, and will increase annually thereafter based on the one-year increase in the Consumer Price Index.

The Director of the Probation Department concurs in this recommendation. County Counsel has reviewed and approved the Second Lease Amendment as to form.

 

Vision Alignment
The proposed lease contributes to keeping the commitment of ensuring basic health and safety for all, and addresses goal number 7, to "maintain and enhance the public safety of all residents and visitors". The lease extension will provide a safe and healthy environment for County staff and program participants, and provides for improvements to the facility in order to comply with the County's ADA policy.

 

Fiscal Impact
The reduction in rent equates to approximately $41,700 per year. Rent for the facility is included in the adopted Probation Budget for 2003-2004.
