Amendment 2 to the Agreements with Catholic Charities of San Francisco, Mills-Peninsula Senior Focus, Inc., Peninsula Volunteers/Rosener House, and City of South San Francisco Adult Day Care Program

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute Amendment 2 to the Agreements with Catholic Charities of San Francisco, Mills-Peninsula Senior Focus, Inc., Peninsula Volunteers/Rosener House, and City of South San Francisco Adult Day Care Program

 

Background

Adult day care provides a structured and therapeutic program of supervised social, recreational, and nutritional services, linking participants with needed supportive services. It also provides needed respite for family and friends who are the primary caregivers of the program participants. The goal of adult day care is to maintain or improve the well-being of older adults and adults with disabilities and prevent their premature institutionalization.

 

In December 2000 Aging and Adult Services (AAS) issued a competitive Request for Proposals (RFP) for adult day care to be funded through San Mateo County's Older Americans Act (OAA) and other AAS programs for a four-year term July 1, 2001 through June 30, 2005. A selection of these four providers for adult day care services was based on the results of the RFP.

 

On June 19, 2001 your Board approved an agreement with three of the above providers for the provision of adult day care services in the collective amount of $115,000. The term of the agreement was July 1, 2001 through June 30, 2002. Based on an increased need in central county the fourth provider was added in December 18, 2001 with the same term and no additional funding to the collective amount. This fourth provider was selected based on the results of the original RFP..

 

Your Board approved the first amendment to the provider agreement on July 9, 2002, extending the term to reflect the RFP term of July 1, 2001 through June 30, 2005. Amendment one also established the contract amount of $120,000 collectively for fiscal year 2002-03. Provider agreements are amended annually to reflect available funding.

 

Discussion

Amendment 2 establishes the contract amount of $120,000 collectively for fiscal year 2003-04. The source of funding for this service is through the Multipurpose Senior Services Program (MSSP) of the State Department of Aging. This amount is included in the Aging and Adult Services' adopted budget for fiscal year 2003-04. Once local and state budgets are established and contract amounts are determined for fiscal year 2004-05 an amendment will be brought before your Board for approval.

 

Two performance measures were developed to help determine MSSP's success at meeting its goal of assisting clients to delay or avoid institutionalization. The first measure looks at the average number of months clients are served by MSSP. This represents the amount of time the program has succeeded in avoiding institutionalization. The second performance measure looks at the number of clients who terminate from the program because of institutionalization. The lower this percentage is, the better the program is doing at meeting its goal of avoiding institutionalization. The estimate for 2003-2004 is based on the average number of case terminations due to institutionalization over the past three years.

County Counsel has reviewed and approved these Amendments as to form and content.

 

Vision Alignment

The Adult Day Care Program keeps the commitment of ensuring basic health and safety for all and goal number 8: People- Help vulnerable people- the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. Funds for Adult Day Care programs will contribute to this commitment and goal by providing clients with adult day care programs.

 

Term and Fiscal Impact

The term of the agreements is July 1, 2001 through June 30, 2005 for three contractors and January 1, 2002 to June 30, 2005 for one contractor who was added later. The maximum the County shall be obligated to pay collectively to all contractors for these agreements for fiscal year 2003-04 under a single resolution is $120,000. These funds are provided through the MSSP agreement with CDA and are included in AAS's recommended budget for 2003-2004. The amount to be provided for fiscal year 2004-05 has yet to be determined. At that time an amendment will be brought before the Board of Supervisors for approval to include the additional amount. Any ongoing expenditures will be reduced if funds are unavailable in future years. There is no impact on the County General Fund as a result of this action.
