Ordinance Establishing a No Parking Zone on Washington Street - Broadmoor Village Area, North County

 

Recommendation:

Adopt an ordinance establishing a no parking zone at the SamTrans bus stop on
Washington Street, County Road No. 156, near its intersection with Mac Arthur Drive, County Road No. 132.

 

Key Facts:

Section 22500(i) of the California Vehicle Code provides that vehicles shall not park at an area authorized for the loading and unloading of passengers of a bus when the area is designated for no parking pursuant to an ordinance of the local authority.

 

The SamTrans bus stop on Washington Street is an authorized area for loading and unloading passengers.

 

We have received a request to have a no parking zone established at the bus stop to aid persons with disabilities who use SamTrans.

 

Discussion:

Ms. Laverne Keller, who lives near the SamTrans bus stop on Washington Street near Mac Arthur Drive, contacted us through Supervisor Nevin's office and requested the Department improve her access to the SamTrans bus service that runs along Washington Street. Ms. Keller is disabled and remains mobile by using a walker. Cars parking at the bus stop prevent the SamTrans bus from pulling up next to the curb to facilitate her boarding the bus, and she has a difficult time descending from the curb area to gain access to the SamTrans bus if it stops in the street away from the curb.

 

We have checked with the Broadmoor Police Protection District and they have confirmed that they will enforce the no parking zone. The no parking zone will eliminate two parking spaces, but we believe that the loss is offset by providing better access to the public transit system.

 

Vision Alignment:

We believe our recommendation is consistent with Goal Number 8, "help vulnerable people achieve a better quality of life" of the Shared Vision Commitment to "ensure basic health and safety for all," as the no parking zone will allow the disabled to continue to be mobile by providing access to the public transit system in this area.

 

Fiscal Impact:

The estimated cost of signing the no parking zone is estimated to be $200, and is proposed to be financed with Road Funds. There is no impact to the General Fund.

 

A form of ordinance has been approved by County Counsel.
