TO:

Honorable Board of Supervisors

FROM:

Nancy Steiger, Chief Executive Officer

SUBJECT:

Agreement with The Regents of the University of California

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with The Regents of the University of California.

Background

San Mateo County is responsible for providing necessary medical care to its medically indigent population. This care includes professional plastic surgery services, specifically in the area of non-cosmetic post-traumatic, post-cancer, and hand reconstructive care.

The Regents of the University of California provides plastic surgery services. For the past year, they have provided these services as a Contractor to the San Mateo Medical Center.

Discussion

Under this one-year agreement, the Regents of the University of California will provide an increased level of service from their previous contract with the San Mateo Medical Center.

Plastic Surgery services are provided under the general direction of the Medical Director of San Mateo Medical Center. Monitoring and evaluation of the quality of services provided by contractor are accomplished through peer review by the Quality Assurance Committee and the Chief Executive Committee of the Medical Staff.

This contract establishes a continued relationship between the County and the University of California, San Francisco (UCSF), as well as a continued model for providing professional medical services here at SMMC. Through this contract, SMMC will be able to insure access to the highest standards of medical quality for which UCSF is known, as well as insure continuous on-call coverage 365 days a year through UCSF's staffing depth.

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by continuing to provide plastic surgery services to county patients.

Fiscal Impact

The term of the agreement is one year from June 1, 2003 through May 31, 2004. The maximum amount for the term of the agreement is $138,900. Funding for FY2003-04 is included in the Adopted Budget for Hospital and Clinics.
