Amendment to the Agreement with The Regents of the University of California for Plastic Surgery Services

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an amendment to an agreement with The Regents of the University of California for plastic surgery services.

 

Background

On January 28, 2003, your Board approved an agreement with The Regents of the University of California to provide plastic surgery services.

Plastic Surgery services, specifically in the area of non-cosmetic post-traumatic, post-cancer, and hand reconstructive care are provided under the general direction of the Chief Executive Officer of San Mateo Medical Center. Monitoring and evaluation of the quality of services provided by contractor are accomplished through peer review by the Quality Assurance Committee and the Chief Executive Committee of the Medical Staff.

This contract establishes a new relationship between the County and the University of California, San Francisco (UCSF), as well as a new model for providing professional medical services here at SMMC. Through this contract, SMMC has been able to insure access to the highest standards of medical quality for which UCSF is known, as well as insure continuous on-call coverage 365 days a year through UCSF's staffing depth.

 

Discussion

The existing contract contains a reimbursement ceiling based on the maximum expected workload which was based on past history with prior contractors. The new UCSF contractors, by providing better service, have experienced unanticipated increases in surgical volume, including evening and weekend emergency surgery.

This amendment will allow San Mateo Medical Center to reimburse UCSF for this increased volume at the previously established rate. It is only recently being submitted after being unavoidably delayed by the contractor's legal department during performance of its due diligence process.

 

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by continuing to provide plastic surgery services to county patients.

 

Fiscal Impact

The term of the agreement remains the same, June 1, 2002 through May 31, 2003. The maximum amount of the agreement is being increased by $21,600, from $113,700 to $135,300. Funds are included in the San Mateo Medical Center Adopted Budget for FY2002-03.
