Agreement with San Mateo Medical Center Foundation

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the San Mateo Medical Center Foundation.

 

Background

The San Mateo Medical Center Foundation was originally founded as a fundraising vehicle for San Mateo Medical Center's Fixed Assets and Capital Projects. Since 1998 the Foundation has received contributions totaling $5,149,488.77.

The funds raised by the Foundation in the past two contract years have been used in support of capital, program and research needs of the San Mateo Medical Center. The Foundation also manages funds for AIDS Clinical Research and AIDS Public Health.

The Foundation has just completed a Feasibility Study and has started a Capital Campaign for $10,000,000 that will support the Maternity and Newborn Center, the Geriatrics Center, the Keller Center, equipment and research.

 

Discussion

The County originally contributed to the Foundation's annual budget at the rate of $235,000 per year and the Foundation has reduced that support with each subsequent contract agreement using alternate revenue sources such as management fees for AIDS Clinical Research and AIDS Public Health.

Attachment A outlines funds raised and spent, and also the accomplishments of the Foundation in the past two contract years.

Attachment B and C lists the equipment purchased with Foundation funds.

The Medical Center CEO attends the Foundation Board meetings and participates in matters that directly affect the Center. The Foundation Chairperson and Executive Director attend the Medical Center Board meeting, creating a responsive, effective and collaborative relationship.

 

Vision Alignment

This Contract keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The Foundation strives to ensure that all County residents have access to healthcare and preventive care.

 

Term and Fiscal Impact

The term of this agreement is July 1, 2003 to June 30, 2005. The current funding request is for fiscal years 2004 and 2005, four installments of $37,200 totaling $148,800 for 2004, and four installments of $33,480 totaling $133,920 for 2005. This is a total investment of $282,720 for two years. The Foundation reimburses the County $3000/yr for furnishing office space, reducing the amount to $276,720. Funds were included in the San Mateo Medical Centers FY2003-04 Adopted Budget and will be included in future year Budget Requests.
