SUBJECT:

Agreement with the City/County Association of Governments to create an unclassified Planner position in the Planning and Building Division.

     

RECOMMENDATION

   

1.

Adopt the resolution authorizing the Board of Supervisors to execute an Agreement with the City/County Association of Governments to create an unclassified Planner position in the Planning and Building Division.

   

2.

Adopt an ordinance amending the Salary Ordinance adding one unclassified Planner position.

   

BACKGROUND

 

C/CAG needs a unclassified Planner to work on a new land use and transportation program that is sponsored and fully funded by the Metropolitan Transportation Commission (MTC). C/CAG requests the County create an unclassified Planner position in the Planning and Building Division. C/CAG would fully fund the position for a 3-year period.

 

DISCUSSION

 

In April 2003, MTC approved funding for Congestion Management Agencies, such as C/CAG, to develop programs that will better integrate transportation and land use planning in the Bay Area. The MTC program is called T-PLUS. The program allows each agency to develop its own program; however, all programs must include: (1) Transportation for Livable Communities/Housing Incentive programs (TLC/HIP), and (2) Smart Growth policies and programs.

 

VISION ALIGNMENT

 

This position will staff a new C/CAG land and transportation program that keeps the commitment of Redesigning Our Urban Environment to Increase Vitality, Expand Variety and Reduce Congestion and goals Number 11 and 12. This program helps implement this commitment and goal, because it will provide incentives to redevelop and revitalize the El Camino and Caltrain transportation corridors with new housing, employment, and commercial development that is transit oriented.

 

This program also keeps the commitments of (1) Responsive, Effective, and Collaborative Government, and (2) Leaders Work Together Across Boundaries to Preserve and Enhance our Quality of Life and goals Number 22 and 23. This program helps implement these commitments and goals, because many local governments and organizations, such as cities, the County, Samceda, and C/CAG, will participate.

 

FISCAL IMPACT

 

This new unclassified Planner position will be funded entirely by C/CAG and will be presented as a September revision. There is no Net County Cost impact.
