Agreement with the California Department of Aging (CDA) for the Title V Program of the Older Americans Act (OAA) of 1965 for FY 2003-2004

 

Recommendation

Adopt a resolution authorizing:

1.

The President of the Board to execute Agreement No. TV-0304-08 for Title V with CDA for Fiscal Year 2003-2004;

2.

The County Manager to execute amendments and minor modifications to this agreement, not to exceed $100,000; and

3.

The Director of Health Services to execute amendments and minor modifications to this agreement, not to exceed $25,000.

 

Background

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County's senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo's OAA allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services to Older Persons and Adults with Disabilities for 2001-05. This plan, together with the annual budget, fulfills CDA's requirements and generate contracts from CDA for funding for various OAA programs including Title V.

 

Discussion

Title V provides funding for the Senior Community Services Employment Program (SCSEP) and supports subsidized training and employment for San Mateo County's older workers. Employment services are part of the group of supportive services funded by OAA. The program is designed to carry out goals and objectives of the Strategic Plan related to employment of older workers.

 

County Counsel has reviewed and approved this agreement as to form and content.

 

Vision Alignment

The agreement with CDA for Title V keeps the commitment of ensuring basic health and safety for all and goal number 8: People-Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life and creates opportunities for every household to participate in our prosperity through goal number 17: All households experience real gains in income. Funds for Title V programs will contribute to these commitments and goals by providing opportunities for San Mateo County seniors to be employed.

 

Fiscal Impact

The term of this agreement is July 1, 2003 through June 30, 2004. Execution of this agreement with CDA allows the County to claim its allocation of OAA funding for Title V for FY 2003-2004. The total grant amount of $215,629 for Title V consists of $168,075 in Federal funds and $47,554 in State funds. In addition, the service provider participating in this program provides its own funds, thereby expanding the funding available for senior employment in San Mateo County. Revenues and expenses related to this agreement are included in Aging and Adult Services' adopted budget for 2003-04. There is no impact on the County General Fund as a result of this action.
