Second Amendments to agreements with the California Department of Aging for Title IIIE of the Older Americans Act (OAA) of 1965 and Community-Based Services Program (CBSP)

 

Recommendation

 

Adopt a resolution authorizing the President of the Board of Supervisors to:

1.

Execute the Second Amendment to Agreement No. FC-0204-08 for Title IIIE for the allocation of FY 2003-04 funding and

2.

Execute the Second Amendment to Agreement CB-0203-08 for CBSP modifying the FY 2002-03 budget with the California Department of Aging (CDA)

 

Background

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The State also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County's senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo's OAA allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services to Older Adults and Adults with Disabilities for 2001-05. This plan, together with the annual budget, fulfills CDA's requirements and generates a contract from CDA for funding. On September 17, 2002, your Board approved an agreement with CDA for Title IIIE FYs 2002-04 for family caregiver support for $285,357 and an agreement for CBSP for FY 2002-03 for supportive services including HICAP, Linkages/Respite, Foster Grandparents, Senior Companions, and Alzheimer's Day Care Resource Center (ADCRC) for $575,631.

 

Discussion

Title IIIE Family Caregiver Support Program was approved with a two-year term, July 1, 2002 through June 30, 2004. The First Amendment increased funding by $187,080 to $472,437 for FY 2002-03. This Second Amendment to Title IIIE adds FY 2003-04 funds in the amount of $309,748. The funds will be used to provide respite care and other forms of support to family caregivers for FY 2003-04. This increase brings the total amount of this two-year agreement to $782,185.

 

The First Amendment to the CBSP agreement increased funding by $30,830 to $606,461. This Second Amendment to the state-funded CBSP agreement decreases available funding in the FY 2002-03 Foster Grandparent and Senior Companion programs by $21,368. This decrease reduces the total amount to $585,093. Funds for these programs were reduced as a part of the Governor's mid-year reductions.

 

The delay in processing these amendments is largely due to the fact that budget information released from CDA indicated funding figures reported in April 2003 were not final. In addition, State debate over CBSP funding reductions resulted in a delay to learn if the Brown Bag and Foster Grandparent/Senior Companion programs would be eliminated from the 2002-03 budget during midyear actions. Aging and Adult Services (AAS) postponed the amendment process in an effort to incorporate the most accurate and up to date information from the State.

 

AAS has continued to make the provision of those services that help maintain severely impaired individuals in independent settings a division-wide performance measure. With the assistance of the services provided through these agreements we have met this measure as a division.

The Commission on Aging and County Counsel have approved these amendments.

 

Vision Alignment

These two amendments to the State agreements for Title IIIE and CBSP keep the commitment of ensuring basic health and safety for all and goal number 8: People- Help vulnerable people- the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. Funds for these programs will contribute to this commitment and goal by providing services such as transportation, home-delivered meals, congregate nutrition and adult day health care.

 

Term and Fiscal Impact

The term of the agreement with CDA for title IIIE remains the same: July 1, 2002 through June 30, 2004. The original agreement with Title IIIE was for $285,357. Amendment 1 added $187,080. Amendment 2 adds additional funding of $309,748 for FY 2003-04, bringing the total allocation for Title IIIE to $782,185. The total net increase in revenues and appropriations for FY 2003-04 is $309,748. There is no impact on the County General Fund as a result of this amendment.

 

The term of the CBSP agreement remains July 1, 2002 through June 30, 2003. The original agreement with CDA for CBSP for FY 2002-03 was $575,631. The First Amendment added $30,830. The Second Amendment reduces the total amount by $21,368 to $585,093 for FY 2002-03. There is no impact on the County General Fund as a result of this amendment.
