Recommendation |
Adopt a resolution awarding and authorizing execution of a contract for the resurfacing of a portion of Polhemus Road. |

Previous Board Action |
1. |
Adopted Resolution No. 63445 on February 29, 2000, authorizing an application for Federal Surface Transportation Program (STP) funds to partially finance this and other resurfacing projects. |

Adopted Resolution No. 066189 on August 5, 2003, adopting the plans and specifications dated July 31, 2003, determining prevailing wage scales, and calling for sealed proposals for the above referenced project. |

Authorized the Director of Public Works to execute agreements with utility agencies/cities for utility/road type work costing less than $50,000 proposed to be done in conjunction with road projects. |

Discussion |
On September 2, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of: |

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Granite Rock Company (DBA Pavex Construction Division) is in accordance with the current Affirmative Action Guidelines. |

Vision Alignment |
We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance public safety of all residents and visitors," as it will improve the condition of the road surface for benefit of the public. |
|
Fiscal Impact |
The total estimated project cost is $ 351,000 which includes a ten percent (10%) contingency (approximately $ 32,000) as the work is bid on a unit price basis (i.e., ton of asphalt placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of the pavement placed. |

Sufficient Road Funds have been budgeted to finance the project. The Road Fund will be reimbursed with federal funds for the STP funded portion of the project during the 2004 Federal Fiscal Year which commences October 1, 2003. The Sanitation District and the City will reimburse the Road Fund upon completion of the work. |

There is no impact to the General Fund. |

A form of resolution has been approved by County Counsel. |
