Resolution Authorizing a Letter of Support for a Grant Application by the City
and County of San Francisco to the California Public Utilities Commission for
the Peninsula Power Savers Program

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, recent energy crises in California have demonstrated the importance of energy conservation and reducing the demand for energy throughout the State; and

WHEREAS, the northern half of San Mateo County, as well as the City and County of San Francisco, have been designated as a transmission constrained area by the California Public Utilities Commission (CPUC) due to electrical transmission line limitations north of the Pacific Gas and Electric Company's San Mateo Substation; and

WHEREAS, the CPUC is making funds in the Public Benefit Fund, which have been collected from rate payers, available in the form of grants for energy efficiency projects; and

WHEREAS, the City and County of San Francisco has used such grant funds from the CPUC to develop a program called Power Savers which provides technical and financial assistance to small businesses to provide energy efficient lighting, and in so doing, has reduced the energy demand in the transmission constrained area by six (6) megawatts; and

WHEREAS, San Francisco has proposed partnering with San Mateo County to use grant funds, if they are approved by the CPUC, to expand their program to create a Peninsula Power Savers program to retrofit the lighting of approximately 3,200 small businesses in San Mateo County and approximately 800 additional small businesses in San Francisco; and

WHEREAS, this Board supports the expansion of energy savings program for small businesses into San Mateo County and the grant application that San Francisco will submit to the CPUC for grant funding for said program:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors be, and is hereby, authorized to sign the letter to the California Public Utilities Commission attached hereto as Exhibit "A" and made a part hereof by reference, said letter being a statement of this Board's support for the City and County of San Francisco's grant application to the CPUC for a grant to fund the Peninsula Power Savers for small businesses in San Mateo County and in the City and County of San Francisco.
