Transfer of County-Owned Property to the City of East Palo Alto

 

Recommendation
Adopt a resolution that Assessor's Parcel 062-222-180, COP #2031, a 2,851 square foot lot at the southeasterly corner of Bay Road and Holland Street in the City of East Palo Alto is no longer necessary for County purposes and authorizing the President of the Board of Supervisors to sign a Quitclaim Deed transferring the Property to the City of East Palo Alto.

 

Background
In February of 1981, the State of California granted the Property to the County. A 12-foot wide, 689 square foot easement benefiting the East Palo Alto County Water Works District was reserved at the time of the grant. Title to the Property was vested with the County, not the District. In July of 2001, the East Palo Alto County Water Works District was dissolved and certain lands were transferred from the County to the City as part of the dissolution process. This parcel was inadvertently left off the list of property to be transferred and this Board action is intended to correct the omission.

 

Discussion
Recording a quitclaim deed to the City will eliminate any potential cloud on title to the property.

The transfer keeps the commitment of Responsive, Effective and Collaborative Government and goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain. The transfer contributes to this commitment and goal by providing local control of property benefiting the public.

 

Fiscal Impact
There is no fiscal impact on the County. The Property is a small parcel encumbered with a public easement and of nominal value.
