Recommended Revision to the Salary Ordinance

Recommendation

 

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying three positions

· converting one unclassified position to classified status, and

· splitting four full time positions into eight half time positions.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification action represents a monthly salary and benefit savings of $248 or an annual savings of $2976.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 20000 SamCERA

Action:

Reclassify: One position of E334S, Office Assistant series

Biweekly Salary: $1025.60 - 1474.40

Approximate Monthly Salary: $2222 - 3195

To: One position of E491S, Retirement Analyst series

Biweekly Salary: $1379.20 - 1983.20

Approximate Monthly Salary: $2989 - 4297

Explanation:

This is the upward reclassification of one vacant Office Assistant position to the classification of Retirement Analyst I/II. The duties of the staff in SamCERA have been modified so that the support staff functions being performed by the vacant Office Assistant position have been absorbed by the professional staff. With that the office needs additional professional staff to support the needs of the system retirees. These duties are more appropriately represented by the Retirement Analyst classification series. This action represents a monthly salary and benefits cost of $1433 based on filling the position at the top step range. There is no change in the total number of authorized positions.

ORGANIZATION 33000 CORONER'S OFFICE

Action:

Convert: One position of B219S, Management Analyst - unclassified series

Biweekly Salary: $1732.80 - 2902.40

Approximate Monthly Salary: $3755 - 6289

To: Classified status

Same salary range

Explanation:

This is the conversion of one unclassified Management Analyst position to classified status. Consistent with the County Charter, elected department heads may have one position in their department in the unclassified service. However, such status is discretionary and may be designated as classified if so desired. The Coroner has indicated that he wishes to make this position classified. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

ORGANIZATION 55000 HEALTH ADMINISTRATION

Action:

Reclassify: One position of D184S, Management Analyst series

Biweekly Salary: $1732.80 - 2902.40

Approximate Monthly Salary: $3755 - 6289

To: One position of D023, Health Services Manager I

Biweekly Salary: $2560.00 - 3200.00

Approximate Monthly Salary: $5547 - 6934

Explanation:

This is the upward reclassification of one filled Management Analyst position to the classification of Health Services Manager I. The duties of the position have expanded to include programmatic and managerial responsibilities for the Children's Health Initiative and the Community Access Program. These duties are more appropriately represented by the Human Services Manager I classification. This action represents a monthly salary and benefits cost of $839 based on filling the position at the top step range. There is no change in the total number of authorized positions.

Action A:

Delete: One position of G098S, Social Worker series

Biweekly Salary: $2011.20 - 2513.60

Approximate Monthly Salary: $4358 - 5447

Add: One position of E411S, Patient Services Assistant series

Biweekly Salary: $1295.20 - 1619.20

Approximate Monthly Salary: $2807 - 3509

Explanation

This is the downward reclassification of one existing vacant Social Worker III position to the classification of Patient Services Assistant II. This will make this position reflect the significant change in need for clerical support in the unit. The fundamental duties are direct patient contact to conduct registration, scheduling of specialty medical appointments, reception area coverage, word processing and a variety of additional office functions. This action represents a monthly salary and benefits savings of $2519 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Action B:

Split: Two full time positions of F009S, Patient Care series

Biweekly Salary: $1681.60 - 1988.00

Approximate Monthly Salary: $3643 - 4307

Into: Four half time positions

Explanation

This is the splitting of two full time patient care positions into four half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by two.

Action C:

Split: Two full time positions of F122S, Physician series

Biweekly Salary: $4392.80 - 5192.80

Approximate Monthly Salary: $9518 - 11,251

Into: Four half time positions

Explanation

This is the splitting of two full time Physician positions into four half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by two.
