BOARD MEETING DATE:
October 7, 2003
Honorable Board of Supervisors
Margaret Taylor, Director of Health Services
Agreement with the California Department of Aging for the Community-Based Services Program for Fiscal Year 2003-2004
Adopt a resolution authorizing:
The President of the Board to execute Agreement Number CB-0304-08 with the California Department of Aging (CDA) for the Community-Based Services Program (CBSP) for Fiscal Year 2003-2004.
CBSP was established by the state in 1997 under legislation (AB2800) to bring together several programs that serve seniors and adults with disabilities. As a result, these programs are now coordinated, managed, and administered through the Area Agencies on Aging throughout the state. Programs funded through CBSP include Alzheimer's Day Care Resource Center (ADCRC), Health Insurance Counseling and Advocacy Program (HICAP), and Linkages/Respite Purchase of Service. The services provided are designed to foster independence and self-reliance, maintain individual dignity, and allow persons requiring short- and long-duration care services to be an integral part of family and community life to the fullest extent possible.
The ADCRCs provide quality day care services to individuals with Alzheimer's Disease and other conditions associated with dementia. They provide a source of respite, support, and information to caregivers and the community.
The purpose of HICAP is to provide objective information and assistance to older persons regarding Medicare, health insurance policies, and other health plans. The program assists seniors in determining their own needs and solutions to personal health care financing.
Linkages provides assessment, counseling, and both short- and long-term case management for functionally disabled adults and at-risk elderly not served by other programs. In addition, it provides public education and serves as an agency liaison by connecting clients with needed services. In 1993-94 CDA combined the Respite Purchase of Service program component with Linkages. This program provides funding to pay for substitute and temporary caregivers, thus enabling primary caregivers a brief time off from their duties. Funding for the Brown Bag, Foster Grandparents, Senior Companions, and Respite Registry programs that was originally a part of the CBSP allocation was eliminated in the Governor's proposed budget and, therefore not included in this agreement. The State Budget was approved after the CDA prepared this agreement and restored partial funding for the Brown Bag and Senior Companions programs. We expect that there will be an amendment from the State to provide funding for these two programs that reflects the adopted State Budget.
The County Manager and the Director of Health Services will be authorized to execute amendments and minor modifications as described in the adopted resolution.
County Counsel has reviewed and approved this agreement as to form and content.
This state agreement for Community-Based Services Programs keeps the commitment of ensuring basic health and safety for all and goal number 8: People-Help vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. The contract contributes to this commitment and goal since the funding will provide various programs that are designed to foster independence and self-reliance, maintain individual dignity, and allow persons requiring short- and long-duration care services to be an integral part of family and community life to the fullest extent possible.
The term of this agreement is from July 1, 2003 through June 30, 2004. The total grant for FY 2003-04 is $476,570. Of this amount $75,884 is allocated for ADCRC, $232,317 is for Linkages, $17,000 is for Respite Purchase of Service, and $130,000 is for HICAP. The remaining $21,369 is reimbursement for administration of the grant. Revenues and expenses related to this agreement are included in Aging and Adult Services' approved budget for FY 2003-04. There is no impact on the County General Fund as a result of this action.
