RESOLUTION AUTHORIZING MODIFICATIONS TO THE GENERAL ASSISTANCE STANDARD OF AID

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, counties are required to provide General Assistance (GA) for indigent county residents who do not qualify for other financial assistance programs, and it is incumbent on the Board of Supervisors to set the "standard of aid" for GA and

 

WHEREAS, in 1993, the County of San Mateo implemented WIC 17000.5, which permits counties' GA standard of aid to be based on a statutory formula that is tied to state CalWORKs grant levels; and

 

WHEREAS, the state CalWORKs grant has been increased by 3.74% effective June 1, 2003, to reflect a Cost of Living Adjustment; and

 

WHEREAS, this Board of Supervisors wishes to set the County of San Mateo's GA standard of aid on the basis of the statutory formula, which would result in a corresponding 3.74% increase to the GA grant effective October 1, 2003, which increase will be added to the housing portion of the General Assistance Program for those persons not in facilities; and

 

WHEREAS, in 1997, the County of San Mateo implemented WIC 17000.5 (a), which permits the GA grant to include the value of in-kind aid which includes, but is not limited to, the monthly actuarial value of up to forty dollars ($40) per month of medical care; and

 

WHEREAS, despite the fact that the GA grant for individuals in treatment has historically been higher than the basic GA grant, the Human Services Agency has proposed to provide the same standard of aid for GA recipients who are in residential substance abuse treatment facilities as is provided for those recipients who do not reside in those facilities; and

 

WHEREAS, consistent with 17001.5 (1)(A) the Human Services Agency is requesting authorization to implement a requirement of fifteen (15)- days of continuous residency in the County of San Mateo as a condition of eligibility for GA.

 

NOW, THEREFORE, IT IS HEREBY RESOLVED AND ORDERED, that the President of this Board of Supervisors is hereby authorized and directed to adopt the General Assistance standard of aid described in this Resolution for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest the President's signature thereto.

BE IT FURTHER RESOLVED AND ORDERED THAT:

    1.

The GA rate for individuals in Alcohol and Other Drug (AOD) residential treatment is hereby determined to be the same as the rate for those recipients who are not in residential treatment facilities, as said rate may be adjusted based on adjustments to the state CalWORKs grant; and

    2.

The GA standard of aid shall be adjusted according to the corresponding adjustments in the state CalWORKs program, including the current increase of 3.74%, which increase will be added to the housing portion of the General Assistance Program for those persons not in facilities; and any adjustments to CalWORKs that may take place after the adoption of the state budget; and

    3.

The Board of Supervisors hereby adopts a requirement of fifteen (15) continuous days of residency in the County of San Mateo as a condition of receiving GA.
