Fee-For-Service Agreement with California Detoxification Programs, Inc. for the period of September 1, 2003 through June 30, 2004

   
 

Recommendation

 

Adopt a Resolution authorizing:

   

1.

The execution of a Fee-For-Service Agreement with California Detoxification Programs, Inc.

   

2.

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreement, limited to:

   
   

a)

reducing the County's maximum fiscal obligation in the event there is commensurate reduction in the funding received by the County;

   
   

b)

increasing the County's maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per funding source; and

   
   

c)

reallocating funding and units of service between the different contracted modalities as long as the changes have no impact on the County's maximum fiscal obligation.

       

Background

On October 1, 2002, San Mateo County Alcohol and Other Drug Services (AOD) released a Request for Proposals (RFP) for The Substance Abuse and Crime Prevention Act (SACPA)/ Proposition 36 enhanced alcohol and drug treatment services for individuals with co-occurring disorders and aftercare service needs for FY 2003-04. The notice of recommendations was released on December 11, 2002, and seven agencies were recommended to provide enhanced alcohol and drug aftercare and/or treatment services for individuals with co-occurring disorders. California Detoxification Programs, Inc. was one of the seven agencies recommended for funding.

 

On August 5, 2003, the Board adopted a Resolution authorizing the execution of fourteen Fee-For-Service Agreements for alcohol and drug treatment, drug testing, and aftercare services for FY 2003-04. Those services are funded through the following sources: 1) SACPA/Proposition 36, 2) Senate Bill (SB) 223, 3) The Drug Court Partnership (DCP), 4) The Comprehensive Drug Court Implementation Grant (CDCI), and 5) The Center for Substance Abuse Treatment (CSAT).

 

Discussion

California Detoxification Programs, Inc. is being added to SACPA/Proposition 36 funding treatment provider group for the provision of Methadone Maintenance and Detoxification services. The Agreement was delayed due to in-depth negotiations with the contractor. Services will include Twenty-one Day and Long Term Opioid Detoxification Services, and Methadone Maintenance Services. Each component of the Contractor's services includes medical assessments, urinalysis, counseling, and Methadone dosing. The Contractor is located in San Francisco and there are provisions in the Agreement to ensure that program participants have transportation to and from services.

 

Payments made under the Agreement are intended to pay for services provided to individuals who qualify for these services and lack the resources to pay for all, or part, of the services. County payments are not intended to provide the full cost of care for all individuals referred for services. Client fees are also paid to the provider, on a sliding scale, to offset the costs of services not fully funded by the County.

 

The Resolution and Agreement have been reviewed and approved as to form by the County Counsel's office and Risk Management has approved the Contractor's insurance coverage.

 

Performance Measures

Alcohol and Other Drug Services is in compliance with the Human Services Agency's Outcome Based Management (OBM) Program Plan. Below are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug treatment services.

Vision Alignment

The Agreement keeps the commitment of realizing the potential of our County's vulnerable population and goal number 8: Help vulnerable people achieve a better quality of life. The Agreement contributes to this commitment and goal by providing Methadone detoxification and maintenance services to SACPA probationers and parolees who are referred for alcohol and drug treatment services by County Alcohol and Other Drug Services.

 

Fiscal Impact

Total aggregate funding for SACPA/Proposition 36 funded services is $1,204,724. This amount has been included in the FY 2003-04 Human Services Agency Budget for Alcohol and Other Drug Services.

 

There are no additional Net County Costs associated with this Agreement.
