Approve an Agreement with The Lesley Foundation for a Rehabilitation Loan Program

 

Recommendation

Adopt a Resolution:

 

    1. Authorizing the execution of an Agreement with The Lesley Foundation in the amount of $162,000 for the rehabilitation of Bonnie Brae Terrace for the term of September 1, 2003 through June 30, 2004; and

 

    2. Authorizing the Director of the Human Services Agency to execute subsequent amendments and minor modifications not to exceed $25,000 per funding source.

 

Background

Bonnie Brae Terrace consists of 164 units of affordable senior housing located in Belmont.

 

On May 6, 2003, the Board of Supervisors approved the Bonnie Brae Terrace Rehabilitation for inclusion in the CDBG Action Plan for Fiscal Year 2003-04.

 

Discussion

This Agreement provides funding to rehabilitate the Bonnie Brae Terrace, which is operated by The Lesley Foundation, a nonprofit, community-based organization that maintains and develops affordable housing and related facilities and services for older adults, and younger persons with disabilities, who have low to moderate incomes.

 

Rehabilitation will include, but not be limited to the repair and upgrade of the elevators and the fire alarm system at the Bonnie Brae Terrace. In the event that the funds provided under this Agreement are insufficient to perform all of the work specifically set forth in the above scope of work, The Lesley Foundation shall be responsible for obtaining funds and/or materials necessary to complete the work.

 

This Agreement has been approved by the County Counsel's Office as to form, and meets HUD regulations. Risk Management has reviewed and approved the Contractor's insurance coverage.

 

Vision Alignment

The Agreement with The Lesley Foundation keeps the commitment of: Ensuring basic health and safety for all, and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The agreement contributes to this commitment and goal by providing facility improvements and addressing health and safety hazards at the Bonnie Brae Terrace, which provides affordable housing low and moderate income seniors.

 

Fiscal Impact

This project is included in the current Office of Housing Budget. The total County obligation under this Agreement is $162,000, which is being provided by the CDBG Program. There is no Net County Cost.
