Agreement with Allen/Loeb Associates

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with Allen/Loeb Associates.

 

Background

Allen/Loeb Associates (Contractor) has been an integral part of the pool of grant consultants that provide grant preparation and submission services to the Health Services Agency since 1999. In addition, Contractor assisted the San Mateo County AIDS Program (SMCAP) with development, design, evaluation and report writing of a three-year substance abuse and HIV/AIDS outreach program funded by the Center for Substance Abuse Treatment (CSAT) for the term of September 30, 1999 to February 28, 2003. Contractor also assisted SMCAP during the application process for the new CSAT grant, is familiar with CSAT regulations and requirements, and has experience working with CSAT programs.

 

On October 4, 2002, CSAT awarded SMCAP a five-year grant to continue to provide outreach and substance abuse services. The grant period is from September 30, 2002 to September 29, 2007. SMCAP will receive $450,291 for year 1, $480,518 for year 2, $484,872 for year 3, $489,357 for year 4, and $493,977 for year 5, for a total of $2,399,015.

 

Discussion

Contractor will assist all divisions of the Health Services Agency with development and submission of grant proposals to public and private funding sources.

 

Additionally, Contractor will provide SMCAP with development of data collection instruments, strategic program planning, assessment of program services, analysis, evaluation and reporting services for the new CSAT Door-to-Treatment program. Contractor will also ensure that all data collection instruments, reports and analysis comply with CSAT requirements.

 

A Request for Proposals (RFP) for evaluation and reporting services for the period of March 1, 2003 to February 28, 2006, plus two optional years, was released in January 2003. Three applicants responded to the RFP. An independent panel reviewed and assessed the proposals submitted. The panel selected Allen/Loeb Associates to provide these services.

 

Consistent with contract approval level limitations in County Administrative Memorandum B-1, the Director of Health Services will be authorized to execute amendments and modifications to this agreement, not to exceed $25,000 in aggregate.

 

County Counsel and risk management has reviewed and approved this agreement.

 

Vision Alignment

The agreement with Allen/Loeb Associates keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The agreement contributes to these commitments and goals by providing grant development, evaluation and reporting services.

 

Fiscal Impact

The term of the agreement is October 1, 2003 to September 30, 2007. The total amount of the agreement is $246,600: $25,000 for grant writing services is included in the Health Services Administration budget for FY 2003-04, $51,550 is included in the AIDS Program budget for FY 2003-04, and $170,050 will be included in future AIDS Program budgets. Any ongoing expenditures will be reduced if funds are unavailable in future years.
