Inspection and Materials Testing

 

Recommendation

Adopt a resolution authorizing the execution of an agreement with Signet Testing Labs, Inc. to provide inspection and materials testing for the new San Mateo County Youth Services Center in the amount of $306,629.

 

Background

On October 22, 2002, the Board of Supervisors authorized the County Manager's Office to execute an agreement with Turner Construction Co. to provide construction management, architectural and engineering services for the San Mateo County Youth Services Center. The Board subsequently approved the Master Plan. Site work is scheduled to begin in December with building construction starting in April 2004.

 

Discussion

As part of the construction process, it is necessary to have materials testing and inspection to ensure quality control. An Invitation to Submit a Proposal was issued August 5, 2003 and proposals were received September 3, 2003. Exhibit A included in this document provides details of the process. Signet Testing Labs, Inc. has been selected to provide the services because they understand the project requirements; are licensed and qualified to provide the required service; have prior experience on similar projects; are knowledgeable of applicable building codes; and submitted the lowest price. The contract total of $306,629 includes $291,779 for materials testing and inspection and $14,850 for general building inspection.

 

Vision Alignment

The construction of the San Mateo County Youth Services Center keeps the commitment of "Ensure basic health and safety for all" and goal number eight: "Help vulnerable people--the aged disabled, mentally ill, at-risk youth and others--achieve a better quality of life". This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff and community.

 

Fiscal Impact

The project budget is $125 million. Funds are available in the Capital Projects budget to fund this agreement until additional funds become available upon the sale of lease revenue bonds.
