Geotechnical Observation and Testing

 

Recommendation

Adopt a resolution waiving the request for proposal (RFP) process and authorizing the execution of an agreement with Kleinfelder, Inc., for geotechnical observation and testing for the new San Mateo County Youth Services Center in the amount of $242,200.

 

Background

On October 22, 2002, the Board of Supervisors authorized the County Manager's Office to execute an agreement with Turner Construction Co. to provide construction management, architectural and engineering services for the San Mateo County Youth Services Center. KMD Architects, as part of the project team, originally contracted with Kleinfelder, Inc., to provide site-specific geotechnical engineering and to ensure the design and engineering of the project met their specifications. Because of the work Kleinfelder, Inc. has done to date and their knowledge of the San Mateo County Youth Services Center project, it is requested that the RFP process be waived for geotechnical observation and testing. San Mateo County Ordinance Code 2.92.160 permits the Board of Supervisors to waive requests for proposals in any situation where the Board of Supervisors determines that it is in the best interest of the County to do so.

 

Discussion

An Environmental Assessment Report dated June 17, 2003 was prepared for the County by Thomas Reid Associates for the San Mateo County Youth Services Center and submitted to the Department of Justice and subsequently approved. This report specifies that the geotechnical design engineer shall review and approve all geotechnical aspects of the project building and grading plans to ensure that their recommendations have been properly incorporated into the design, and shall inspect, test, and approve all geotechnical aspects of the project during construction. These inspections will include, but are not necessarily limited to, site preparation and grading, site surface and subsurface drainage improvements and excavations for foundations and retaining walls. This work covers the Youth Services Center in the amount of $173,400 and the old Crystal Springs Rehabilitation Center construction site in the amount of $68,800. By contracting with Kleinfelder, Inc. during the construction phase, the County will receive all inspection and testing reports directly in order to ensure continued quality control.

 

Vision Alignment

The construction of the San Mateo County Youth Services Center keeps the commitment of "Ensure basic health and safety for all" and goal number eight: "Help vulnerable people--the aged disabled, mentally ill, at-risk youth and others--achieve a better quality of life". This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff and community.

 

Fiscal Impact

The project budget is $125 million. Funds are available in the Capital Projects budget to fund this agreement until additional funds become available upon the sale of lease revenue bonds.
