Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying eleven positions,

· splitting one full time position into two half time positions,

· adding two new positions, and

· adjusting the salary of one classification.

These actions were approved for study by the County Manager's Office.

This item keeps the commitment of responsive, effective and collaborative government through goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

Fiscal Impact

The reclassification action represents a monthly salary and benefit cost of $2508 or an annual cost of $30,096.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 15000 TAX COLLECTOR-TREASURER'S OFFICE

Action:

Change: The salary rate for the classification of A054, Tax Collector-Treasurer, is increased by 5%.

   

Explanation:

Explanation: This is the adjustment of salary for the classification of Tax Collector-Treasurer. This adjustment is based on the salaries paid for similar work in the adjoining counties. This action results in no change to the total number of authorized positions.

ORGANIZATION 16000 COUNTY COUNSEL'S OFFICE

Action:

Add: One position of B039S, Deputy County Counsel - unclassified series

Biweekly Salary: $2151.20 - 5215.20

Approximate Monthly Salary: $4661 - 11,300

Explanation:

This is the addition of one position to the County Counsel's Office. This position had been eliminated in FY03-04 budget process. In light of the need to maintain an effective level of legal representation, and with the increase in the complexity of legal issues and litigation facing the County, it is necessary to maintain the office at its current staffing level and restore the position due to be eliminated in January 2004. The total number of authorized positions is increased by one.

Explanation:

This is the downward reclassification of two existing filled positions and the upward reclassification of one existing filled position in the Accounting Unit, Administration Division of the Sheriff's Office. These changes are the result of a reorganization and consolidation of fiscal services in the Office and will provide better staff direction while realizing some staff savings. This action represents a monthly salary and benefits savings of $1195 based on filling the positions at the top step of the range. There is no change in the number of authorized positions.

ORGANIZATION 61000 MENTAL HEALTH SERVICES

Action:

Convert: One full time position of F140, Adult Psychiatrist

Biweekly Salary: $4237.60 - 5296.80

Approximate Monthly Salary: $9181 - 11,476

Into: Two half time positions

Explanation:

This is the splitting of one full time Adult Psychiatrist position into two part time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

Explanation:

This is the upward reclassification of one existing filled position of Clinical Services Manager II - Nursing to the classification of Deputy Director of Public Health. This change is the result of organizational changes resulting in a three-division structure for Public Health and it is appropriate that a Deputy Director head each division. This action represents a monthly salary and benefits cost of $606 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Explanation:

This is the upward reclassification of one existing vacant Social Worker III position to the classification of Psychiatric Social Worker. This change will provide licensed staff at the Fair Oaks Clinic and will both provide better care and increase claimable staff time for patient services. This action represents a monthly salary and benefits cost of $260 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Delete: One position of G226S, Community Program Specialist series

Biweekly Salary: $1588.00 - 2608.80

Approximate Monthly Salary: $3441 - 5652

Add: One position of F030, Supervising Dentist

Biweekly Salary: $4022.40 - 5028.80

Approximate Monthly Salary: $8715 - 10,896

Explanation:

This is the replacement of one position of Community Program Specialist III with a new position of Supervising Dentist. When established the Community Program Specialist position was intended to provide administrative support to the Dentists working in the County. However, since the creation of the position it has become apparent that administrative support is not sufficient to meet the service delivery needs and a staff member able to provide professional direction to Dentists is required. This action represents a monthly salary and benefits cost of $6817 based on filling the position at the top step in the range. However, total costs are being reduced by lowering the full time equivalency of one of the Dentist positions to .6. This will result in an overall monthly salary and benefits savings of $798. There is no change in the total number of authorized positions.

Explanation:

This is a change in the staffing compliment for the Senior Care Center. The change from Medical Office Assistants to Medical Services Assistants is as a result of confusion as to the role of the former classification. Medical Office Assistants provide clerical and office support services while Medical Services Assistants provide direct patient care. The Senior Center needs the direct patient care positions. The change from Nurse Practitioner to Adult Psychiatrist will provide a broader range of patient care support services than can be provided by the nursing position. The addition of the Psychologist position will provide necessary counseling services skills and funding is available in the Center budget. The reclassification action represents a monthly salary and benefits cost of $3635 based on filling the positions at the top step in the range. The total number of authorized positions is increased by one.
