Approval of the Submission of the Year-End Report for 2002-03 for the Strategic Plan for Services for Older Adults and Adults with Disabilities to the California Department of Aging

 

Recommendation

Adopt a resolution:

1.

Approving the submission of the Year-End Report for 2002-03 for the Strategic Plan for Services for Older Adults and Adults with Disabilities; and

2.

Authorizing execution of the transmittal letter as required by the California Department of Aging.

 

Background

The New Beginning Coalition's Strategic Plan for Services for Older Adults and Adults with Disabilities for 2000-2005 (Strategic Plan) is the long-range plan for the continuum of services to meet the needs of San Mateo County's older adults and adults with disabilities. The Plan serves as a countywide umbrella for all plans regarding older adults and adults with disabilities in the county, including the Area Agency on Aging (AAA) Plan required by the California Department of Aging (CDA) to receive Older Americans Act (OAA) and Community-Based Services Program (CBSP) funding. The San Mateo County Board of Supervisors officially adopted the Strategic Plan on August 21, 2001.

 

Discussion

Each Area Agency on Aging is required to submit an Area Agency on Aging Plan every four years, with updates of the Plan for years two, three and four, as a condition for receiving OAA funding and state CBSP funding. Year-End Reports are submitted after the close of each fiscal year. The New Beginning Coalition's Strategic Plan is a multipurpose document that fulfills CDA's requirement of San Mateo County for the submission of an Area Plan and annual updates as well as Year-End Reports.

 

The workplan section of the Strategic Plan contains the activities that will be undertaken under the proposed Area Plan Update, as well as the status report on objectives for the previous year. The activities reflect a comprehensive picture of the services provided, as well as program development, advocacy, and coordination efforts undertaken by San Mateo County's coordinated network of services and support for older adults and adults with disabilities. This section also includes the workplans submitted by the Commission on Aging and the Commission on Disabilities.

 

The goal of Aging and Adult Services (AAS) is to submit the Year-End Report within 90 days of the end of each fiscal year. Submission was delayed this year due to difficulties in collecting data on non-required activities. The process was further complicated by the transition to a new data management system. Future Year-End Reports will be submitted only with those items required by CDA. Workplan reports with status information on the remaining activities will be submitted separately for the Board of Supervisors' approval. This will enable AAS to meet both the state and internal County deadlines.

 

The Commission on Aging has approved the submission of the Year-End Report to CDA. A transmittal letter signed by the President of the Board of Supervisors is required to complete the processing.

 

Vision Alignment

The Year-End Report keeps the commitment of ensuring basic health and safety for all and goal number 8: helping vulnerable people-the aged, disabled, mentally ill, at-risk youth and others-achieve a better quality of life. The Year-End Report is contained within the Strategic Plan for Services for Older Adults and Adults with Disabilities, which contributes to this commitment and goal by providing a countywide blueprint for a coordinated system of care for these two populations.

 

Fiscal Impact

There is no fiscal impact to the County General Fund associated with the submission of the Year-End Report.
