Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

 

The salary ordinance changes herein represent:

· reclassifying three positions,

· adding one new extra help salary rate, and

· increasing the salary and bonus of one position.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification action represents a monthly salary and benefit cost of $494 or an annual cost of $5928.

 

This amendment has been reviewed by the County Counsel's Office.

ORGANIZATION 12000 COUNTY MANAGER'S OFFICE

Action:

Add: One new extra help classification of I070, Assistant County Manager - extra help

Salary Rate: $150.00 per hour

Explanation:

This is the addition of one new extra help classification salary rate for the class of Assistant County Manager. This rate incorporates the costs of benefits in the salary rate. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

ORGANIZATION 30000 SHERIFF'S OFFICE

Action:

Reclassify: One position of D196, Forensic Laboratory Manager

Biweekly Salary: $3268.80 - 4085.60

Approximate Monthly Salary: $7083 - 8853

To: One position of H027, Supervising Criminalist

Biweekly Salary: $2980.80 - 3726.40

Approximate Monthly Salary: $6211 - 7764

Explanation:

This is the downward reclassification of one filled position of Forensic Laboratory Manager to the classification of Supervising Criminalist. With a reorganization of the Forensic Crime Laboratory the Sheriff's Office will be providing management direction to the unit through contractual services. Under this configuration the duties of the current position are more appropriately classified as a Supervising Criminalist. This action represents a monthly salary and benefits savings of $1579 based on filling the position at the top step range. There is no change in the total number of authorized positions.

ORGANIZATION 46000 PUBLIC WORKS

Action:

Reclassify: One position of V230, Information Technology Technician

Biweekly Salary: $1994.40 - 2492.80

Approximate Monthly Salary: $4322 - 5402

To: One position of V235, Information Tech Analyst

Biweekly Salary: $2515.20 - 3144.00

Approximate Monthly Salary: $5450 - 6813

Explanation:

This is an upward reclassification of a currently filled Information Technology Technician position to the classification of Information Technology Analyst. The duties of the position have grown with the expansion of the department's needs for in-house GIS-related services. The duties are now more appropriately represented by the Information Technology Analyst position. This action represents a monthly salary and benefits cost of $1834 based on filling the positions at the top step range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action A:

Reclassify: One position of E346S, Fiscal Office Assistant series

Biweekly Salary: $1163.20 - 1534.40

Approximate Monthly Salary: $2520 - 3325

To: One position of E411S, Patient Services Assistant series

Biweekly Salary: $1228.80 - 1619.20

Approximate Monthly Salary: $2663 - 3509

Explanation:

This is the upward reclassification of one vacant position. The proposed changes in duties reflect the addition of tasks related to screening patients for programs such as Medi-Cal, Healthy Kids, Healthy Families, WELL, PACT and CDP. These tasks are more appropriate to the classification of Patient Services Assistant. This action represents a monthly salary and benefits cost of $239 based on filling the positions at the top step of the range. There is no change in the number of authorized positions.

Action B:

Change: The salary rate for the classification of D210, Chief Financial Officer, San Mateo Medical Center is increased by 5% and the annual maximum performance bonus is increased to $15,000.

Explanation:

This is the adjustment of salary for the classification of Chief Financial Officer, San Mateo Medical Center. This adjustment is based on the salaries paid for similar work in the adjoining counties. This action also increases the maximum annual performance bonus from $8,000 to $15,000. This action results in no change to the total number of authorized positions.
