Limited Parking Zones on Charter Street near Bay Road - Redwood City Area

Recommendation

Adopt an ordinance establishing a one-hour parking zone and a twenty-minute parking zone on Charter Street (County Road No. 1421) near Bay Road.

Key Facts

The California Vehicle Code provides that local agencies can establish limited parking and loading zones on streets under the agencies' jurisdiction.

The limited time parking zones have been requested by the adjacent property owners in order to provide more short term parking opportunities for their tenant's customers.

Discussion

Mr. Merslich owns the property at the corner of Bay Road and Charter Street. His tenants include a sandwich shop and a construction company. There is currently a short term parking zone on Bay Road near his property. However, Mr. Merslich is requesting an additional limited parking zone as his tenant's rely a high number of customers that are at the businesses for only short periods of time. According to Mr. Merslich, the amount of short term parking opportunities in the area has been eliminated as employees of nearby businesses park on the street all day long. We have contacted the property owner on the opposite side of the street where Mr. Merslich also requested limited parking. The property owner on the opposite side of the street is agreeable to short term parking but prefers a twenty (20) minute parking zone rather than the one hour zone requested by Mr. Merslich.

We are recommending that the limited time parking zones be established to provide a mix of both short and long term parking opportunities in the area.

Vision Alignment

We believe our recommendations are consistent with the Shared Commitment to be a "responsive, effective and collaborative government," and also believe that establishing these zones provided for the appropriate use of the public right-of-way adjacent to these businesses.

Fiscal Impact

The estimated cost of installing these signs and painting is estimated to be $500 which is proposed to be financed with Road Funds. There is no impact to the General Fund.

A form of ordinance has been approved by County Counsel.
