First Amendment to the 36 month Agreement with Project Ninety, Inc.

   
 

Recommendation

 

Adopt a Resolution authorizing:

   

1.

The execution of a First Amendment to the 36 month Agreement with Project Ninety, Inc. for the period of September 30, 2001 through September 29, 2004.

   

2.

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreement, limited to:

   
   

a)

reducing the County's maximum fiscal obligation in the event there is commensurate reduction in the funding received by the County;

   
   

b)

increasing the County's maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per fiscal year; and

   
   

c)

reallocating funding and units of service between the different contracted modalities as long as the changes have no impact on the County's maximum fiscal obligation.

 

Background

On December 18, 2001, the Board of Supervisors adopted a resolution accepting a thirty-six month United States Department of Health and Human Services (HHS) Center for Substance Abuse Treatment (CSAT) grant in the amount of $1,734,060 for the provision of substance abuse treatment for the homeless in San Mateo County. The term of the grant award is from 9/30/01 through 9/29/04.

 

On February 26, 2002, the Board executed 36 month Agreements with Project Ninety, Inc., and Service League of San Mateo County to provide a spectrum of substance abuse treatment services to homeless persons residing at three shelters in San Mateo County.

 

Discussion

Project Ninety, Inc., and Service League of San Mateo County are providing CSAT funded substance abuse treatment services to homeless individuals at the Maple Street, Safe Harbor, and Clara Mateo homeless shelters in San Mateo County. Services include alcohol and drug abuse assessments, case management, substance abuse treatment, and referrals to related services which include transitional housing.

 

The First Amendment to the Agreement with Project Ninety, Inc. terminates the underutilized residential " underemployed " men's alcohol and drug treatment stipend modality and reallocates $15,000 to the residential alcohol and drug treatment services, which has proven to be of a higher need to the homeless persons served by the program.

 

Performance Measures

Number of homeless clients receiving treatment

240 individuals

Maximize retention and completion of treatment

50% of individuals entering treatment will complete program objectives

Reduce substance abuse and increase abstinence

75% of individuals will report abstinence at completion of treatment

Improve and maintain physical and mental health, social and family functioning, employment and education, and legal status

80% of completing individuals will show improved functioning across these domains as measured by the ASI at 6 month and 12 month follow-up

 

Vision Alignment

The Agreement keeps the commitment of realizing the potential of our County's vulnerable population and goal number 8: Help vulnerable people achieve a better quality of life. The Agreement contributes to this commitment and goal by providing alcohol and drug treatment services to homeless individuals in San Mateo County.

 

Fiscal Impact

There is no change in the total Contract obligation for Project Ninety, Inc. as the First Amendment to the Agreement reallocates $15,000 in CSAT funding from an underutilized alcohol and drug treatment modality to one of a higher need of the clients served by the program. There are no new Net County Costs associated with this First Amendment.
