Advisory Committee Reappointments - Colma Creek Flood Control Zone

 

Recommendation

Acting as the Governing Board of the San Mateo County Flood Control District, adopt a resolution reappointing Helen Fisicaro and Emanuele Damonte to the Colma Creek Flood Control Zone Advisory Committee for the term of April 1, 2004, to March 31, 2008.

 

Previous Board Action

Created the Colma Creek Flood Control Zone Advisory Committee (Committee) in conjunction with the Colma Creek Flood Control Zone and specified the Committee's membership, responsibilities and standing rules for governance.

Adopted the Standing Rules for County Boards, Commissions and Advisory Committees.

Committee members' terms are for two, three and four years in conformance with your Board's "Standing Rules for County Boards, Commissions and Advisory Committees."

The terms of Helen Fisicaro, the Town of Colma's representative on the Committee, and Emanuel Damonte, an "at large" member, end on March 31, 2004.

The Town of Colma has requested that Ms. Fisicaro be reappointed and
Mr. Damonte has requested that he be reappointed.

 

Discussion

Committee members drew lots to determine the length of their appointments in order to comply with your Board's "Standing Rules for County Boards, Commissions and Advisory Committees." The member's terms, based on the lot drawn, were for two, three and four years. Helen Fisicaro and Emanuele Damonte were initially reappointed for the two-year terms which ends on March 31, 2004, and we are recommending that they be reappointed based on the Town of Colma's request and the request of Mr. Damonte.

 

We also contacted the City of Pacifica as their representative's term also ends on March 31, 2004. We will bring a recommendation to your Board on replacing Pacifica's representative after the City determines who they wish to have represent them on the Committee.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment of a "responsive, effective and collaborative government" as the reappointments will continue to involve representatives of the cities and the general public within the Colma Creek Flood Control Zone, in the decision making process associated with the Zone's flood control projects.

 

Fiscal Impact

There is no direct impact to the funds of the Colma Creek Flood Control Zone as the Committee members serve without compensation. There is also no impact to the General Fund. A form of resolution has been approved by County Counsel.
