RESOLUTION AUTHORIZING THE APPLICATION FOR REISSUANCE OF THE SAN MATEO COUNTYWIDE STORMWATER POLLUTION PREVENTION PROGRAM (STOPPP) NPDES PERMIT AND ACCEPTING AND ADOPTING THE COUNTYWIDE STORMWATER MANAGEMENT PLAN

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, The U.S. Environmental Protection Agency, under amendments to the 1987 Federal Clean Water Act, imposed regulations that mandate local governments reduce to the maximum extent practicable the amount of pollutants in stormwater discharged from municipal storm drain conveyance systems; and

 

WHEREAS, the San Francisco Bay Regional Water Quality Control Board's Water Quality Control Plan specifically requires that all of the municipalities in San Mateo County have a municipal stormwater NPDES permit; and

 

WHEREAS, under the authority of California Porter-Cologne Water Quality Act, the State Water Resources Control Board and its regional boards have been delegated the authority to adopt NPDES permits and waste discharge requirements for municipal stormwater discharges; and

 

WHEREAS, the Countywide NPDES application and permit are administered by the City/County Association of Governments (C/CAG) through the San Mateo Countywide Stormwater Pollution Prevention Program (STOPPP); and

 

WHEREAS, STOPPP's Technical Advisory Committee has prepared a new San Mateo Countywide Stormwater Management Plan for the period of July 2004 through June 2009, and has compiled other information needed to apply for NPDES permit reissuance; and

 

WHEREAS, C/CAG has passed a resolution to apply for reissuance of the STOPPP NPDES permit and has accepted, adopted and committed to implement the San Mateo Countywide Stormwater Management Plan, 2004-2009.

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that the application for reissuance of the San Mateo Countywide NPDES permit is authorized. It is further resolved that the County of San Mateo accepts, adopts and commits to implement the San Mateo Countywide Stormwater Management Plan 2004-2009, and authorizes the plan to be submitted as part of the application for NPDES permit reissuance.
