Recommendation |
Approve a First Amendment to the Agreement with Johnson Controls / Cardkey Solutions increasing the amount by $59,364, for a total of $125,220, and extending the term to June 30, 2005. |

Background |
Johnson Controls is the Contractor that installed the Human Services Agency (HSA) Cardkey System in Buildings A, B and C, at the Harbor Park complex in Belmont. Johnson Controls is a sole source provider of these services, and a Waiver of the Request for Proposal process was approved by the County Manager on June 16, 2003. |

Discussion |
This Agreement with Johnson Controls is for the installation of the Cardkey System at Building E, and relocation of three (3) doors and adding one (1) Cardkey door at 550 Quarry Road, San Carlos. Since this Contractor remains a sole source provider of these services, it is in the County's best interest to continue to contract with them. The Director of ISD concurs with this decision. |

Risk Management has reviewed and approved the Contractor's insurance coverage, and County Counsel has approved this Amendment as to form. |

This action keeps the commitment to: Ensure basic health and safety for all and goal number 7: Maintain and enhance the public safety of all residents and visitors. The Agreement with Johnson Controls contributes to this commitment and goal by providing San Mateo County employees and visitors with a safe place to conduct County business. |

Fiscal Impact |
This First Amendment to the Agreement with Johnson Controls increases the amount by $59,364, for a total obligation of $125,220, extends the term to June 30, 2005. The Amendment amount of $59,364 was included in the Approved Budget for FY 2004-05. The Net County Cost is estimated at $17,809. |
