TO: |
Honorable Board of Supervisors |
FROM: |
Neil R. Cullen, Director of Public Works |
SUBJECT: |
Installation of Stop Signs at the Intersection of Hillside Road and Crest Drive - Emerald Lake Hills Area |
|
Recommendation |
Adopt a resolution authorizing the installation of stop signs at the intersection of Hillside Road, County Road No. 411, and Crest Drive, County Road No. 413. |
|
Key Facts |
Stop signs are warranted at the "Y" intersection of Hillside Road with Crest Drive as there is limited sight distance for motorists approaching the intersection. |
|
Discussion |
Residents in the area requested that we evaluate the installation of stop signs on Hillside Road and Crest Drive, as Hillside Road forms a non-standard "Y" intersection with Crest Drive. Our subsequent study confirmed that stop signs are warranted as motorists approaching the intersection from the west on Crest Drive or on Hillside Road are unable to see each other in sufficient time to stop if they are making conflicting movements (i.e. turning left or right or proceeding east on Hillside Road). |
|
There is sufficient stopping sight distance for motorists traveling from the east on Hillside Road toward this intersection; however, we are recommending that a stop sign also be installed on this "leg" as we believe motorists on the other two "legs" will assume that approaching traffic will stop. |
|
Vision Alignment |
We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of your Board's Shared Vision Commitment to "ensure the basic health and safety for all" as stop signs will provide for the orderly flow of traffic through this intersection. |
|
Fiscal Impact: |
Installing the stop signs is estimated to cost $800 and is proposed to be funded with Road Funds that have been appropriated this fiscal year to finance small road related improvements or traffic related installations. |
|
There is no impact to the General Fund. |
|
A form of resolution authorizing the installation of the stop signs has been approved by County Counsel. |
