FROM:

SUBJECT:

Employee of the Month for April, 2004

Recommendation
Honor Farhad Mortazavi as Employee of the Month for April 2004 and authorize the President of the Board to sign the commendation.

Background
The Employee of the Month program was established in December 1984 to recognize and honor County employees who consistently demonstrate an outstanding level of performance.

Our Employee of the Month for April 2004 is Farhad Mortazavi, Planner III in the Planning Division of the Environmental Services Agency.

Discussion
Farhad has worked as a planner with the Current Planning Section since June of 1999. In July, 2001, he was appointed as the Design Review Officer for both the County's Bayside Design Review Committee and the then soon to be formed Coastside Design Review Committee (C-DRC).

On April 10, 2002, the C-DRC's El Granada representative, Morgan Walford, wrote a letter nominating Farhad for his outstanding work and quick and decisive responses to his concerns throughout the Design Review process. In particular, he cited an occasion where, upon needing some pertinent documentation prior to a DRC hearing, Farhad delivered the requested information within four hours of his request, despite the difficulty of the task.

Additionally, Farhad's responsibilities and contributions in the organization of the C-DRC, including their operating procedures and policies in those early months, was crucial to the C-DRC's efficient and fair operation in their consideration of Design Review Applications in the Mid-Coast area.

But there is more to the story. In October of 2002, Farhad was seriously injured in an accident and required several surgeries. Throughout this period he agonized over his inability to perform his duties, returned at the earliest possible date, in obvious pain and discomfort, and kept the Design Review Committee process rolling through this difficult period.

Farhards's dedication and positive spirit of public service is exemplary of the performance of all his co-workers in Current Planning, who work hard every day in difficult circumstances to help permit applicants and their neighbors resolve the problems presented by new development.

Our County is fortunate to have Farhad Mortazavi as one of its outstanding employees.
