Amendment to the Agreement with California Psychiatric Transitions

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with California Psychiatric Transitions for mental health rehabilitation services.

 

Background

California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers (MHRC) that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured. CPT provides specialized, cost effective services that meet Mental Health Services client needs for immediate placement at a lower level of care upon hospital discharge.

 

Discussion

This Amendment will increase the number of beds available to San Mateo County residents at CPT from three to four. Payment will only be made for the days that a bed is actually used.

 

This increase of one bed at CPT will not result in an increase in the overall use of MHRC beds. In order to provide the flexibility needed to place clients in the most appropriate and cost effective facility, more MHRC beds are contracted than actually used. However, the placements Mental Health Services manages in this and other Mental Health adult and older adult long term residential service facilities are within the total budget for these services, which is $3,467,291 for FY 2003-04.

 

The term of the amended Agreement is unchanged, remaining January 31, 2003, through June 30, 2005. The Amendment to the Agreement has been reviewed and approved by Risk Management and County Counsel.

 

Vision Alignment

This Amendment to the Agreement with California Psychiatric Transitions keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life. The amended Agreement contributes to this commitment and goal by providing mental health rehabilitative services for San Mateo County residents.

 

Fiscal Impact

The Agreement maximum is being increased by $71,120, from $587,680 to $658,800. This increase is the net result of the reduction of services provided in FY 02-03 by $50,880, and an anticipated increase of services provided in FY 04-05 by $122,000.

 

The maximum for FY 2003-04 is unchanged at $253,600, which has been included in the Mental Health Services budget. Of that amount, sales tax provided through realignment will cover 90% or $228,240. The remaining $25,360 represents net County cost, which consists of the maintenance of effort requirement for realignment. For FY 2004-05, the maximum is $375,600, which has been included in the proposed Mental Health Services budget.
