Authorizing the Director of Human Services Agency to Execute the Fifteenth Amendment for the Maintenance of the Welfare Case Data System (WCDS) Consortium and Electronic Data Systems (EDS)

 

Recommendation

Adopt a Resolution authorizing the Director of Human Services Agency to Execute the Fifteenth Amendment to the Agreement between the Counties of San Mateo and 16 other counties and EDS Federal Corporation, for the maintenance of the computerized Welfare Case Data System. This Amendment extends the term of the Agreement from June 30, 2004 to June 30, 2005.

 

Background

California State Association of Counties (CSAC) Consortium has provided management services to the counties for the management administration of the Welfare Case Data System. This system is the automated system for the qualification, control and distribution of welfare assistance pursuant to prevailing statutory requirements. These services are being satisfactorily provided by EDS Federal Corporation, the system administrator, in accordance with the provisions of the original Agreement, which commenced on July 1, 1991. The Board of Supervisors has previously approved fourteen amendments to this Agreement. This request is for the approval of the Fifteenth Amendment to continue maintenance.

 

Discussion

The services described in the Fifteenth Amendment will remain the same. The Amendment specifies that approximately 69,700 hours of service will be provided during FY 2004-05, at the hourly rate of $88, plus support services of $480,000. It is anticipated that the total cost for all the counties for FY 2004-05 will be $6,614,400. The cost will be jointly appropriated among 17 counties based on their size (small, medium and large). It is anticipated that San Mateo County’s share as a medium-sized county will be $389,082. This is the same amount as for FY 2003-04.

 

The Amendments for this Agreement are usually received close to the end of our fiscal year, and in the past, have not been submitted in a timely manner to the Board of Supervisors for execution. Allowing the Director of the Human Services Agency to sign the Fifteenth Amendment will shorten the processing time and allow HSA Financial Services to appropriate funds for the Amendment. A copy of the executed Agreement will be sent to the Board.

 

The County Manager’s Office previously approved a Waiver Request for the Equal Benefits Ordinance. The Information Services Department (ISD) has reviewed and concurs with this Agreement. County Counsel has reviewed and approved this Amendment as to form.

 

Vision Alignment

The Agreement with EDS Federal Corporation keeps the commitment of: Responsive, effective and collaborative government and goal number 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. The Agreement with EDS Federal Corporation keeps this commitment and goal by providing services to keep our Welfare Case Data System operational so that San Mateo County and other Bay Area counties can continue to provide vital services and resources necessary to those in need.

 

Fiscal Impact

The Fifteenth Amendment extends the term of the Agreement from June 30, 2004 to June 30, 2005. The total cost of the Amendment for all 17 counties is $6,614,400. San Mateo County's share is $389,082 for FY 2004-05. Funding for this Agreement is included in the Recommended Budget for FY 2004-05. The estimated Net County Cost, after state and federal reimbursements, is $9,727.
