Second Amendment to the Agreement with SamTrans

 

Recommendation

Adopt a Resolution authorizing the execution of a Second Amendment to the Agreement with SamTrans, to increase the funds by $20,783, for a total obligation of $118,010, and extending the term to June 30, 2005.

 

Background

On June 1, 2001, the County Manager’s Office authorized the execution of an Agreement between the Human Services Agency (HSA) and SamTrans, for a total obligation of $60,000, to provide transportation to East Palo Alto residents. This shuttle made stops at the Caltrain station and the Peninsula Works One-Stop Center in Menlo Park. On June 30, 2003, a First Amendment to the Agreement was approved to expand current shuttle service to include scheduled stops at:

    Palo Alto Park

    Kavanaugh Neighborhood

    University Village

    Health Clinic/ OICW/ Free at Last Program

    East Palo Alto Gardens

    West side

The First Amendment to the Agreement also added $37,227, for a total obligation of $97,227, and extended the term to June 30, 2004.

 

Discussion

This Second Amendment to the Agreement extends the term and increases the amount to allow SamTrans to continue shuttle services. This service is an essential resource for low-income families in the East Palo Alto area. Ridership started with approximately 1,623 monthly participants for FY 2001-02 and increased in the first year to 1,976 riders per month in FY 2002-03, with an total annual increase of 4,235 riders. This current year ridership is expected to increase.

 

Vision Alignment

The Second Amendment with SamTrans keeps the commitment of: Redesigning our urban environment to increase vitality, expand variety and reduce congestion and goal number 10: Public transportation choices that are convenient, affordable, accessible and safe. The Agreement with SamTrans contributes to this commitment and goal by providing a safe mode of transportation to the community and accessibility to programs and services.

 

Fiscal Impact

This Second Amendment adds $20,783, for a total obligation of $118,010, and extends the term for one year to June 30, 2005, and is funded with the LIFT (Low Income Flexible Transportation) grant, which is included in the Recommended Level Budget for FY 2004-05. There is no Net County Cost.
