Authorizing Human Services Agency Director to execute Amendments to Bay Area Services Network Contracts over $25,000

 

Recommendation

Adopt a resolution authorizing the Human Services Agency Director to sign Amendments to the Agreements with and Project Ninety, to increase the amount that each of them may be paid for providing Bay Area Services Network (BASN) services in the current fiscal year.

 

Background

Your board has previously authorized the Human Services Agency Director to sign Contract Amendments in which the fiscal impact is $25,000 or less.

 

Alcohol and Drug Services receives a state allocation each year. These funds are distributed among six BASN treatment providers. On June 7, 2004, Alcohol and Drug Services received an unexpected increase of $185,344 to its BASN allocation. These funds were reallocated by the state from other counties who are not utilizing these funds. However, the State Department of Alcohol and Drug Programs requires that the additional funds be spent by June 30, 2004. Contract Amendments are necessary to spend the additional money the county is receiving.

Discussion

The increase will be used to fund parolee alcohol and drug treatment, and other ancillary services. The timing of the State’s official notification of this increase in funds did not permit the Human Services Agency to complete the Amendments to two Agreements by the June 29, 2004, Board deadline. Therefore, the Human Services Agency requests that the Board of Supervisors authorize the Human Services Agency Director to execute Amendments to the following contractors for the sole purpose of increasing the maximum Contract obligation for BASN services in FY 2003-2004 as follows:

 

    1.

Free At Last - total contract obligation will increase by $74,071 changing the total from $512,943 to $587,041; and

    2.

Project Ninety - total contract obligation will increase by $74,071 changing the total from $1,107,426 to $1,181,497.

 

The remainder of the re-allocated funds will be distributed to three additional BASN Contractors – Horizon, Service League and Sitike. However, those Amendments will involve less than $25,000, and your board has already authorized the Human Services Agency Director to execute Amendments in an amount of $25,000 or less. County Counsel has approved this Board Memo and Resolution as to form. Risk Management has approved insurance for all Contractors.

 

Vision Alignment

These BASN Agreements keep the commitment of: Ensure basic health and safety for all and goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. These Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Fiscal Impact

The term of this funding is July 1, 2003 through June 30, 2004. The increase of $185,344 in BASN funding brings the total available BASN allocation from $379,535 to $564,879. There are sufficient funds available through Agency-wide savings in the Adopted Budget for FY 2003-04 to cover costs associated with this unanticipated increase in the BASN allocation. No Appropriation Transfer Request is required. There is no Net County Cost impact.
