Fourth Amendment to the Agreement with Central Labor Council

 

Recommendation

Adopt a resolution authorizing the execution of a Fourth Amendment to the Agreement with the San Mateo County Central Labor Council to increase the amount by $15,000 and extend the term to December 31, 2004.

 

Background

On September 24, 2002, the Board of Supervisors approved Resolution Number 65583 authorizing the Director of the Human Services Agency to enter into Agreements with subcontractors funded through the 25% Governor's Discretionary Fund. The Agreement with the San Mateo Central Labor Council provides outreach services for the Airport Project and supportive services through the David and Lucile Packard Foundation Grants.

 

This Agreement has been amended on three previous occasions to extend the term of the Agreement, so that it would not expire during a budget impasse by the state, to extend the term for which services could be claimed against the David and Lucile Packard Grant, and to award additional funds in the amount of $100,000 from the 25% Governors Discretionary fund.

 

Discussion

This Fourth Amendment increases the amount of the Agreement to add funds specified by the Bay ABC Grant for the purpose of providing outreach, job development and placement services under the Bay ABC Project. The Bay ABC Project prepares dislocated workers for careers in the bioscience and life sciences industries by providing core and intensive services, training, follow-up, paid work experience and internships with private employers. County Counsel has reviewed and approved Agreement as to form and, Risk Management has reviewed and approved the Contractors Insurance.

 

Vision Alignment

The Agreement with the San Mateo County Central Labor Council keeps the commitment of: Sowing the seeds of our future prosperity and goal number 4: Residents have many educational and training opportunities beyond high school. The Agreement with the San Mateo County Central Labor Council contributes to this commitment and goal by providing outreach, supportive services, job development and job placement to the community, therefore preparing individuals to enter the job market and become self-sufficient.

 

Fiscal Impact

This Amendment extends the term of the Agreement, changing the term to September 1, 2002 through December 31, 2004, and increases the total obligation by $15,000 for a total Agreement obligation of $280,000. The additional amount of $15,000 is included in the Recommended Budget for FY 2004-05 and is entirely funded by the Bay ABC grant. There is no Net County Cost.
