RESOLUTION AUTHORIZING A WAIVER OF THE REQUEST FOR PROPOSAL PROCESS AND EXECUTION OF THE EIGHTH AMENDMENT TO THE AGREEMENT WITH OPPORTUNITIES INDUSTRIALIZATION CENTER WEST

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on July 25, 2000, the Board of Supervisors authorized the execution of an Agreement with Opportunities Industrialization Center-West (OICW) to provide Work First structured job search workshops and network activities and One-Stop Career Center services to Workforce Investment Act eligible participants, which has been amended on seven previous occasions; and

WHEREAS, the County of San Mateo and OICW desire to enter into an Eighth Amendment to the Agreement to extend the end of the term from June 30, 2004 to December 31, 2004 and increase the funding by $90,205, to change the Agreement obligation from $3,143,738 to $3,233,943, to serve additional participants in the Year Round Youth Program, to provide additional assessments performed by the One-Stop Career Center for Dislocated Workers to be enrolled into the biotech training program offered through Skyline College, and an additional cycle of training for the Medical Billing and Coding instructions, and;

WHEREAS, such services will conform to all WIA requirements; and

WHEREAS, the Board is being asked to temporarily waive the Request for Proposal process so that services can continue; and

WHEREAS, this Board has been presented with a form of such Eighth Amendment and said Board has examined and approved same as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors is hereby authorized and directed to execute said Eighth Amendment to the Agreement for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest the President's signature thereto.

BE IT FUTHER DETERMINED AND ORDERED that the Request for Proposal process be temporarily waived until a Request for Proposal process can be completed so there are no break in services.
