Agreement with City of Daly City for Custodial and Maintenance Services of the North County Health Center

Recommendation
|
Adopt a resolution waiving the Request for Proposals process and authorizing the President of the Board to execute an agreement with City of Daly City.

Background
|
The North County Health Center is a 30,000 square foot building located directly across from the City of Daly City Civic Center. The building, grounds, and parking structure require custodial and maintenance services. The City of Daly City has agreed to provide this service at cost, using permanent, benefited employees. The services include full-time janitorial services; maintenance of the heating, ventilation, and air conditioning systems; elevator maintenance, plumbing, electrical, and alarm system maintenance; and landscaping and parking lot maintenance.

Discussion
|
The City has provided this service since the North County Health Center opened its doors five years ago. The City has increased their rates by approximately 2.6 percent over the previous agreement. The County will evaluate, over the next year, the feasibility of providing this service directly, continuing with the City, or contracting this service. While the rest of facilities maintenance for San Mateo Medical Center has been transferred to Public Works, Public Works reviewed this agreement and agrees that contracting with the City is the most cost-effective and feasible way to proceed at this time.

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by providing resident’s access to a well-kept and maintained Health Center at North County.

Fiscal Impact
|
The term of this agreement is June 1, 2004 through May 31, 2006. County Counsel has reviewed and approved this agreement. Risk Management has approved the insurance coverage and agreed to mutual hold harmless language.
The maximum amount of funds for this agreement is $380,000 for the 24-month term. $15,833.33 is included in San Mateo Medical Center’s FY2003-2004 Adopted Budget, $190,000 is included in FY2004-05 Recommended Budget, and $174,166.67 will be included in FY2005-06 budget request.
