Resolution Authorizing Acceptance of a Federal Aviation Administration (FAA) Grant Offer for Federal Funding to Insulate Dwelling Units and a School in the Unincorporated County Club Park Area

 

RECOMMENDATION
Adopt a resolution authorizing acceptance of a Federal Aviation Administration (FAA) Grant Offer to provide funding to insulate five dwelling units and one private school in the unincorporated Country Club Park area near San Francisco International Airport.

 

BACKGROUND
On June 27, 2000, the County of San Mateo entered into an agreement with the City and County of San Francisco, by and through the San Francisco Airport Commission, to provide the County of San Mateo with funding to insulate eligible dwelling units located within the unincorporated Country Club Park area, against noise impacts from aircraft operations at San Francisco International Airport. The five dwelling units are located within the Fourth Quarter 1999 State 65 dB CNEL aircraft noise contour. A condition of the agreement required the County to apply for a federal grant to receive 80% reimbursement of the total insulation costs. The remaining 20% would be provided by the San Francisco Airport Commission. The County submitted the required federal grant application on December 30, 2002.

Since that time, the FAA has determined that a private school in the Country Club Park neighborhood is also eligible for federal noise insulation funding. Based on that determination, the County submitted a second federal grant application to the FAA on February 25, 2004 to receive federal funds (80%) to insulate the school. The FAA combined the two grant applications into one to streamline the grant administration process. The FAA has now prepared one Grant Offer for acceptance by the County to insulate the five dwelling units and the private school.

 

DISCUSSION
The County of San Mateo has had an on-going aircraft noise insulation program in the unincorporated Country Club Park area since 1991. The objective of this current effort, based on the County’s acceptance of this Grant Offer, is to insulate five dwellings and one private school in the unincorporated Country Club Park area against noise impacts from aircraft operations at San Francisco International Airport. The FAA Grant Offer must be accepted by the County on or before July 30, 2004, as stated in Condition No. 6 of the FAA Grant Offer, to implement this phase of the insulation project.

The resolution and Grant Offer have been reviewed and approved by County Counsel.

 

VISION ALIGNMENT

The Grant Offer would help the County achieve the commitment of ensuring basic health and safety for all and goal # 7 to maintain and enhance the public safety of all residents. The Grant Offer contributes to this commitment and goal by providing noise insulation for eligible residents.

 

FISCAL IMPACT
The estimated total cost of this phase of the insulation project is $2,689,250 million, of which 80%, or $2,151,400 is covered by this Grant Offer. The remaining 20%, or $537,850, will be funded by the San Francisco Airport Commission. There is no net County cost associated with this Grant Offer.
