Memorial Park Electrical Distribution System Upgrades and Restroom Replacement Project

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for electrical distribution system upgrades and the replacement of two restrooms in Memorial Park.

 

Previous Board Action

Adopted Resolution Number 64654 on August 7, 2001, which approved the application for a Roberti-Z’Berg-Harris Urban Open Space and Recreation Program grant and a per capita grant under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000.

 

Key Facts

1.

Two restrooms in Memorial Park (Park) have reached the end of their serviceable lives and need to be replaced.

 

2.

The Park’s electrical distribution system also needs to be upgraded and this work is included in the proposed project.

 

Discussion

The proposed project consists of demolishing and replacing two existing restrooms with prefabricated concrete units similar to the units that were successfully installed at Flood Park; re-establishing the utility services to the restrooms; and upgrading a portion of the Park’s electrical distribution system by installing the system underground.

 

The project qualifies for a Categorical Exemption pursuant to the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and the Park Department has filed a Notice of Exemption with the County Clerk Recorder as provided by County guidelines.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, “maintain and enhance the public safety of all residents and visitors,” of the Shared Vision Commitment to “ensure basic health and safety for all,” as the project replaces existing restroom facilities as part of an overall program to maintain park facilities for the benefit of the public.

 

Fiscal Impact

The estimated cost of construction is $531,000 and is proposed to be financed primarily with grant funds together with Park Trust Funds and funds made available through the Risk Management Division of Employee and Public Services. We will present an Appropriation Transfer Request (ATR) for your consideration which will identify the amount of funds from each source, after the bids are opened and the low bid is known, concurrently with a recommendation that a contract be awarded for the project.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
