RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH HUMAN INVESTMENT PROJECT (HIP HOUSING) TO OPERATE THE SELF-SUFFICIENCY PROGRAM AND THE HOMESHARING PROGRAM, AND TO AUTHORIZE THE DIRECTOR OF THE HUMAN SERVICES AGENCY TO EXECUTE SUBSEQUENT AMENDMENTS AND MINOR MODIFICATIONS NOT TO EXCEED $25,000 AND TO MAKE MINOR CHANGES IN THE TYPES OF SERVICES AND ACTIVITIES PROVIDED BY HIP HOUSING UNDER THE AGREEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Human Investment Project (“HIP Housing”) administers the Self-Sufficiency Program (SSP) and the Homesharing Programs, which assist very low-income households to transition toward economic self-sufficiency and gainful employment, by providing case management services and various housing assistance options; and

 

WHEREAS, HIP Housing’s housing assistance options include shared housing living arrangements and time-limited shallow housing scholarships for up to two years for independent living; and

 

WHEREAS, the County Housing Authority administers the pilot Moving to Work Program, which offers Section 8 housing vouchers for up to five years; and

 

WHEREAS, HIP Housing and the County Office of Housing have negotiated to transition SSP clients receiving housing scholarships to Moving to Work Program under which they would be eligible to receive Section 8 vouchers; and

 

WHEREAS, County funding to facilitate the transitioning of clients will help maintain HIP Housing’s SSP Program and the Homesharing Program; and

 

WHEREAS, HIP Housing applied for funding through the Notice of Funding Availability (NOFA) and was recommended for funding by the Housing and Community Development Committee (HCDC) Committee for inclusion in the FY 2004-05 CDBG Action Plan, and on May 4, 2004, the Board of Supervisors approved HIP Housing for inclusion in the Community Development Block Grant (CDBG) Action Plan for Fiscal Year 2004-05; and

 

WHEREAS, both parties now wish to enter into an Agreement, to provide $220,000 from CalWORKS for the Self-Sufficiency Program, and $93,000 from CDBG for the Homesharing Program, for the period of 7/1/2004 to 6/30/2005, for a total obligation of $313,000.00; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance, an Agreement between the County of San Mateo and HIP Housing, reference to which is hereby made for further particulars, and the Board of Supervisors has examined and approved the same as to form and content and desires to enter into the same; and

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED, that the Director of the Human Services Agency shall be authorized to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided by HIP Housing under the Agreement.
