Agreement with the California Department of Aging (CDA) for the Health Insurance Counseling and Advocacy Program (HICAP)

 

Recommendation

Adopt a resolution authorizing the President of the Board of Supervisors to execute Agreement Number HI-0405-08 with the California Department of Aging for the HICAP Program for fiscal year 2004-05

 

Background

Every four years, the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim the allotted Older Americans Act (OAA) and HICAP funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo County’s OAA and HICAP allocation.

 

On August 21, 2001, your Board approved the Strategic Plan for Services for Older Persons and Adults with Disabilities for 2000-05. This plan, together with the annual budget, fulfills CDA’s requirements and generates contracts from CDA for funding of various OAA and other state funded grant programs including HICAP.

 

Discussion

HICAP is a volunteer-supported program that provides clients with information and assistance related to Medicare and other health care coverage issues. Medicare beneficiaries and those under 65 years of age who are about to become eligible for Medicare, or who are disabled and on Medicare, are eligible for HICAP services. HICAP provides three basic services which are community education, lay counseling and advocacy related to Medicare. HICAP is an integral component of California’s community-based long-term care system and also helps people, regardless of age, to plan for possible future long-term care needs. The program is designed to carry out goals and objectives of the Strategic Plan related to advocacy and health care.

 

Consistent with contract approval level limitations in County Administrative Memorandum B-1, the Director of Health Services will be authorized to execute amendments and modifications to this agreement, not to exceed $25,000 in aggregate.

 

Vision Alignment

This agreement with CDA for HICAP Programs is consistent with the County’s commitment of ensuring basic health and safety of all under Goal 8: -to help vulnerable people-the aged, disabled, mentally ill and others-achieve a better quality of life. Funds for HICAP will contribute to this commitment and goal by providing clients with objective counseling, advocacy and assistance.

 

Fiscal Impact

The term of this Agreement is July 1, 2004 through June 30, 2005. Aging and Adult Services received this Agreement near the end of July 2004, and as a result we are now bringing it to your Board for approval. The total grant amount is $148,118 in state and federal funds. These funds are included in Aging and Adult Services’ adopted budget for 2004-2005. Any ongoing expenditure will be reduced if funds are unavailable in future years. There is no impact on the County General Fund as a result of this action.
