(Project No. RA200, F-36 [380-1A])

Recommendation

Adopt a resolution adopting plans and specifications dated July 16, 2004, determining wage scales, determining the low bidder and authorizing execution of a contract for the above referenced project.

Previous Board Action

1.

Adopted Resolution No. 066388 on December 2, 2003, which “streamlined” the bid process for non-controversial maintenance type road projects, by authorizing the Director of Public Works to develop plans and specifications and to call for bids for projects identified in said resolution.

2.

Authorized the Director of Public Works to execute agreements with utility agencies for utility type work costing less than $50,000 proposed to be done in conjunction with road projects.

Key Facts

The proposed project was identified as one of the non-controversial road maintenance projects that could be advertised for bids by the Director of Public Works.

Discussion

The proposed project, totaling approximately 1.2 miles in length, consists of repairing and repaving the sections of roads as shown on the attached maps.

The project also qualifies for a Categorical Exemption pursuant to Section 15301, Class 1, of the California Environmental Quality Act (CEQA). A Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

On Tuesday, August 3, 2004, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

G. Bortolotto & Co., Inc.

580 Bragato Road

San Carlos, CA 94070

at $165,775.73 was the lowest bid received.

The Engineer’s estimate was $190,000. A summary of the bids received is as follows:

1.

We have reviewed the Contract documents and have determined that the Affirmative Action program submitted by G. Bortolotto & Co., Inc., is in accordance with the current Affirmative Action Guidelines.

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7, “maintain and enhance public safety of all residents and visitors,” as it will improve the condition of the road surface for the benefit of the public.

Fiscal Impact

The total estimated cost for construction is $182,000, which includes a ten percent (10%) contingency (approximately $16,000) as the work is bid on a unit price basis (i.e., tons of asphalt concrete placed, cubic yards of concrete installed). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the unit weight and actual limits of the construction project.

The project is proposed to be financed as follows:

County Road Fund

$166,708.00

Emerald Lake Hills Sewer Maintenance District

$ 9,132.00

City of Burlingame

$ 2,887.50

City of Redwood City

$ 3,272.50

Total Estimated Cost

$182,000.00

Reimbursement for the cost of doing work for the Emerald Lake Hills Sewer Maintenance District, City of Burlingame and City of Redwood City will be covered by agreements executed by the Director as authorized by your Board.

Funds have been appropriated in the Road Fund to finance this work.

There is no impact to the General Fund.

A form of resolution has been approved by County Counsel.
