RESOLUTION TO APPROVE CONTROLLER’S OFFICE AGREEMENTS, CONTRACTS AND ASSOCIATED HARDWARE AND SOFTWARE PURCHASES DETAIL TO UPGRADE THE COUNTY’S INTEGRATED FINANCIAL ACCOUNTING SYSTEM AND APPROVAL OF ASSOCIATED WAIVERS OF REQUEST FOR PROPOSAL

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and approval two Agreements with SunGard Bi-Tech Inc. to purchase software licenses, maintenance agreements, implementation, training and support services related to the upgrade of the County’s Integrated Financial Accounting System (IFAS); and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and approval, a request to approve an agreement with Leckey Consulting, LLC for project management services related to the upgrade of the County’s Integrated Financial Accounting System (IFAS); and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and approval, in conjunction with the County's Purchasing Division, the Controller and Information Services Division, a request to purchase hardware and software related to the upgrade of IFAS not to exceed $210,000 and utilize a project contingency reserve not to exceed $97,364 as needed; and

WHEREAS, there has been presented to the Board of Supervisors for its consideration and approval, a request to waive the Request for Proposal process for the Second Amendment to Financial Management Systems Agreement and Remote Services Provider Agreement with SunGard Bi-Tech Inc. for the purchase of software licenses, maintenance agreements, implementation, training and support services for the IFAS proprietary software because SunGard Bi-Tech Inc. is a sole source provider; and

WHEREAS, there has been presented to the Board of Supervisors for its consideration and approval, a request to waive the Request for Proposal process for a contract with Leckey Consulting, LLC for project management services relating to this upgrade to the IFAS 7i system because Leckey Consulting has been providing such services in conjunction with Sungard Bi-Tech Inc. for the past ten years.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED

That the President of this Board of Supervisors be, and hereby is authorized and directed to approve and execute the Second Amendment to Financial Management Systems Agreement, the Remote Services Provider Agreement with SunGard Bi-Tech Inc., the Leckey Consulting, LLC contract, the hardware and software purchase requirements detail and the President of this Board of Supervisors be, and hereby is authorized and directed to approve such requests for waivers of the Requests for Proposals for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest to his signature here to.
