Background
|
In the spring of 2003, the San Mateo County Tobacco Prevention Program (TPP) and the San Mateo County Tobacco Education Coalition (TEC) formed a workgroup of representatives from agencies and organizations located in San Mateo County to address the issue of tobacco use and develop a strategic plan. Following one year of extensive work, the workgroup developed the subject strategic plan (the “TEC Strategic Plan”) which will be used to guide tobacco control activities in the years 2004 through 2007. The TEC Strategic Plan is based on input from a mix of interviews, surveys, research, and statistical data collected throughout San Mateo County.

Discussion:
|
The TPP and TEC realizes that funding for tobacco education, prevention, and treatment services has declined over the years and want to make the best use of available resources. The purpose of the Strategic Plan is to collaborate with individuals and organizations to reach Healthy People 2010 goals of reducing tobacco use and reducing exposure to secondhand tobacco smoke in the county within three target areas: Tobacco Cessation; Prevention and Policy; and Enforcement.

Vision Alignment
|
This strategic plan is consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality for life. The plan contributes to this commitment and goal by identifying underserved populations and recommending interventions to provide individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

Fiscal Impact
|
San Mateo County receives funding to conduct tobacco control activities from four primary sources: Proposition 10, Proposition 99, the 1998 Tobacco Master Settlement Agreement (MSA), and the County of San Mateo. The TPP budget for fiscal year 2004-05 is $801,862. Projected costs have already been budgeted. There are no additional net county costs.
