Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying nine positions,

· adding four new positions, and

· adding two new differentials.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefit cost of $4,541 or an annual cost of $54,492.

 

This amendment has been reviewed by the County Counsel's Office.

 

VARIOUS ORGANIZATIONS

Action:

Change: The current differential for Social Workers in the Human Services Agency for Court Work to a differential being provided for Protective Services Work and,

Add: A differential of 5% for staff in the Human Services Agency providing emergency response to children and adults in protective services.

Explanation:

This is the change of one differential and the addition of one differential. The change of the first differential recognizes that the more demanding work of these jobs, and the essential function for which this differential was originally intended, entails tasks related to protective services work and not only to the narrower function of Court work. The definition will also include a number of staff performing adult protective services work in AAS. The new differential will be provided to staff in protective services work who are required to provide emergency response. This will help assure that the most senior and experienced staff are the ones responding to the most critical protective services issues. The net cost of these differentials is $3584 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 32000 PROBATION SERVICES

Action:

Reclassify: Two positions of E439, Alternative Sentencing Officer

Biweekly Salary: $1480.80- 1851.20

Approximate Monthly Salary: $3209 - 4011

To: Two positions of E375, Legal Office Specialist

Biweekly Salary: $1589.60 - 1987.20

Approximate Monthly Salary: $3444 - 4306

Explanation:

This is an upward reclassification of two currently filled positions of Alternative Sentencing Officer to the classification of Legal Office Specialist. These positions provide specialized legal and administrative support duties and are more appropriately represented by the Legal Office Specialist classification. The action represents a monthly salary and benefits cost of $384 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 48200 PUBLIC WORKS - WASTE MANAGEMENT SERVICES

Action:

Reclassify: One position of N010S, Public Works Technician series

Biweekly Salary: $1599.20 - 2344.80

Explanation:

This is an upward reclassification of one currently filled position of Public Works Technician to the classification of Resource Conservation Specialist. This position manages multiple resource conservation programs/projects and is more appropriately represented by the Resource Conservation Specialist classification. The action represents a monthly salary and benefits cost of $681 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

Action A:

Delete: One position of E346S, Fiscal Office Assistant series

Biweekly Salary: $1163.20 - 1534.40

Add: One position of E350, Fiscal Office Specialist

Explanation:

This is the deletion of one Fiscal Office Assistant I/II position in the Environmental Health Services Division and the addition of one position of Fiscal Office Specialist. This change will enable the Division to consolidate specialized fiscal support duties and ensure standardized business practices in the fiscal unit. This position will be responsible for the most complex fiscal support functions that are found in the Hazardous Materials Programs. The program requires the employee to assist with/make recommendations in establishing new processes and procedures to accommodate the State's ongoing changes in surcharges and regulations. Additionally, this position will create queries and reports to assist in billing analysis; perform the monthly billing/aging and penalization process; transfer delinquent accounts to Revenue Services, and perform journal entries in IFAS. This action represents a monthly salary and benefits cost of $624 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Add: One position of E334S, Office Assistant series

Biweekly Salary: $1025.60 - 1474.40

Explanation:

This is the deletion of one Office Specialist position in the Environmental Health Services Division and the addition of one position of Office Assistant I-II. This change is due to the reassignment of data verification activities to Technicians who incorporate these field investigations with their routine activities. The job responsibilities of this position are now the same as other Office Assistant positions in the division. This action represents a monthly salary and benefits savings of $437 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 61000 MENTAL HEALTH SERVICES

Action:

Add: A 9.2% differential for employees in the classification of Medical Program Manager who supervise employees in the classification of Supervising Child Psychiatrist.

Explanation:

This is the addition of a 9.2% differential for the employee who supervises the Child Psychiatrists in the Mental Health Department. With the addition of the classification of Supervising Child Psychiatrist and the recent increases received by that classification the Supervising Child Psychiatrist is paid more that the Medical Program Manager who is responsible for the overall direction of the unit. This change will provide that the Medical Program Manager is paid 5% higher than the employees that she supervises. This action represents a monthly salary and benefits cost of $1181 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Action:

Delete: One position of E420, Medical Office Specialist

Biweekly Salary: $1482.40 - 1852.80

Add: One position of E421, Medical Office Services Supervisor

Explanation:

This is the deletion of one Office Specialist/Medical Office Specialist position in the Public Health Services Division and the addition of one position of Medical Office Services Supervisor-E. This position will provide supervision for seven support staff in the units of: Disease Control and Prevention, Epidemiology, Tuberculosis and Vital Statistics at the 37th Avenue Units in San Mateo. This change will allow for day-to-day supervision to be coordinated and provided by one supervisor in an Administrative Unit, encouraging the cross training of staff and providing a more effective back-up system, particularly when faced with an outbreak or emergency. Additionally, this position will provide staff support to the Bioterrorism Preparedness Program. This action represents a monthly salary and benefits cost of $987 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

Action A:

Add: Three positions of E412S, Patient Services Assistant series

Biweekly Salary: $1228.80 - 1619.20

Approximate Monthly Salary: $2663 - 3509

Explanation:

This is the addition of three new positions in the Admitting/Emergency Department (ED) registration unit. The workload in the ED and ancillary registration continues to increase and proper financial screening is critical to assure that the correct payer is identified for billing. Additionally, staff in this unit have been covering registration of Psychiatric Emergency services patients. Extra help staff has covered these duties, however this has become a full time workload and it is appropriate to fill the positions as regular appointments. The costs of the positions will be covered by reductions in extra help and other already budgeted accounts. This action represents a monthly salary and benefits cost of $13,685 based on filling the positions at the top step in the range. The total number of authorized positions is increased by three.

Delete: One position of F130S, Respiratory Therapist series

Biweekly Salary: $1496.00 - 2232.80

Approximate Monthly Salary: $3242 - 4838

Add: One position of F134, Respiratory Therapist III

Biweekly Salary: $1983.20 - 2479.20

Approximate Monthly Salary: $4297 - 5372

Explanation:

This is the reclassification of one vacant Respiratory Therapist II to the classification of Respiratory Therapist III. Increased workload in the Emergency Department combined with additional cases requiring respiratory care has resulted in the need to have an additional staff member at the III level to provide expert care and staff direction on the night shift. This action represents a monthly salary and benefits cost of $694 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Action C:

Add: One position of T064S, Utility Worker series

Biweekly Salary: $1214.40 - 1604.00

Approximate Monthly Salary: $2631 - 3476

Explanation:

This is the addition of one new half time position in the Storeroom/Receiving division of the Medical Center. The workload in currently being covered by extra help staff but has grown to require permanent ongoing staff. The costs of the position will be covered by reductions in extra help and other already budgeted accounts. This action represents a monthly salary and benefits cost of $2259 based on filling the position at the top step in the range. The total number of authorized positions is increased by one.

Delete: One position of G098S, Social Worker series

Biweekly Salary: $2011.20 - 2513.60

Approximate Monthly Salary: $4358 - 5447

Add: One position of G040S, Mental Health Case Worker series

Explanation:

This is the upward reclassification of one existing vacant Social Worker III position to the classification of Psychiatric Social Worker. This change will provide licensed staff at the new Senior Care Center and will both provide better care and increase claimable staff time for patient services. This action represents a monthly salary and benefits cost of $260 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Explanation:

This action changes the staffing mix in the Rehabilitation unit of the San Mateo Medical Center. The first action is to change one Speech Pathologist position to the Physical Therapist series. Speech therapy services are being supplied by a contract service as this is a more efficient use of resources. However, with the addition of patients at the Burlingame long term care facility, the unit needs more trained Physical Therapists and this change will provide that needed support. The second action is to change a Therapy Aide position to the classification of Physical Therapist Assistant. Again, with the addition of patients at Burlingame, there is greater demand for care. The classification of Physical Therapist Assistant can provide the greater range of care that is needed by the patients. This action represents a monthly salary and benefits cost of $1348 based on filling the positions at the top step in the range. There is no change in the total number of authorized positions.
