Third Amendment to the Agreement with Central Labor Council

 

Recommendation

Authorize a resolution approving the execution of a Third Amendment to the Agreement with the San Mateo County Central Labor Council to extend the David and Lucile Packard Grant Project to April 30, 2004 and correct the payment section. The term of this Agreement is September 1, 2002 through June 30, 2004 and the amount is $265,000. No additional funds are being added to this Agreement.

 

Background

On September 24, 2002, the Board of Supervisors approved Resolution number 65583 authorizing the Director of the Human Services Agency to enter into Agreements with subcontractors funded through the 25% Governor's Discretionary Fund. The Agreement with the San Mateo Central Labor Council provides outreach services for the Airport Project and supportive services through the David and Lucile Packard Foundation grants.

 

In FY 2002-03 the Workforce Investment Board was awarded a grant in the amount of $2,538,390 from the 25% Governor's Discretionary Fund to serve displaced workers in the airline and travel industries that were laid off as a result of September 11th. In addition, the Workforce Investment Board was awarded $150,000 in FY 2002-03 from the David and Lucile Packard Foundation to provide supportive services to laid-off workers and their families. As part of the original Agreement, the Workforce Investment Board contracted with the Central Labor Council to use $65,000 of the $150,000 in total funds from the David and Lucile Packard Foundation grant. This Agreement has been amended on two previous occasions to extend the term and increase the amount to continue services to displaced workers.

 

Discussion

The Contractor was unable to perform services under the David and Lucile Packard Grant Project before the funds expired. An extension of the Grant from September 30, 2003 to April 30, 2004 has been awarded to the County by the David and Lucile Packard Foundation. The Contractor has subsequently demonstrated the ability and willingness to perform the required services within the new term of the grant.

 

This Third Amendment extends the David and Lucile Packard Grant Project to April 30, 2004 and corrects the payment section of the Agreement to reflect the extension of the project. The Contractor will return any unused funds to the County should the Agreement be terminated or at the end of the Agreement term. County Counsel has reviewed and approved Agreement as to form and, Risk Management has reviewed and approved the Contractors Insurance.

 

Vision Alignment

The Agreement with the San Mateo County Central Labor Council keeps the commitment of: Sowing the seeds of our future prosperity and goal number 4: Residents have many educational and training opportunities beyond high school. The Agreement with the San Mateo County Central Labor Council contributes to this commitment and goal by providing outreach and supportive services to the community, therefore preparing individuals to enter the job market and become self-sufficient.

 

Fiscal Impact

The Total Agreement obligation is $265,000. The term of the Agreement is September 1, 2002 through June 30, 2004. This Agreement is funded from the 25% Governor's Discretionary Grant in the amount of $200,000 and from the David and Lucile Packard Foundation Grant in the amount of $65,000. There is no Net County Cost.
