Installation of a Street Light in the Colma Highway Lighting District - Village Lane - Broadmoor Village Area

 

Recommendation

Adopt a resolution approving the installation of one (1) street light on Village Lane within the boundaries of the Colma Highway Lighting District.

 

Previous Board Action

Adopted a policy of notifying property owners within 300 feet along the street where a light is proposed to be installed.

Section 5843.5 of the State of California Streets and Highways Code provides that the installation and maintenance of additional lights may be initiated:

   
 

a.

on the motion of the governing board of the district, or

   
 

b.

when a petition signed by twenty (20) or more taxpayers of a lighting district is filed with the district's governing body.

A petition signed by twenty taxpayers requesting the installation of an additional street light on Village Lane has been submitted to the Director of Public Works.

 

Discussion

We received a request to have an additional street light installed in the vicinity of 10 Village Lane in Broadmoor Village. Property owners expressed concern that additional lighting is needed to improve security in the area.

 

We sent letters to property owners within three hundred feet (300') of the proposed street light installation to determine their opinions. No one objected and the original petitioner, Mr. Johnson Lee at 10 Village Lane, responded in support of the installation of a proposed light near his home. Staff field reviewed the area and is recommending that the light be installed on the utility pole that is located near 6 Village Lane. This is two properties down from where the original request was made. However, staff believes that there would be better light distribution if the light is installed on this pole.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the installation of the additional street light may aid in deterring acts of vandalism or auto break-ins in this area.

 

Fiscal Impact

The installation of one (1) luminaire will cost approximately $500. The energy cost for one (1) light based on Pacific Gas and Electric's current LS-2A rate schedule, would be $2.59 per month. Funds are available in the Colma Highway Lighting District to pay for the initial cost of installation and future energy and maintenance costs for this light. We do not believe the addition of one light will have a significant affect on District finances as the light represents 0.60% of the total lighting fixtures in the District.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by the County Counsel.
